To ensure the seriousness and fairness of this review process, the basic information on the environmental impact reports (forms) for each construction project is being made public. Project Name: Deep Processing Project of Heavy Aromatics and Polyhydrocarbons by Yili Xintian Coal Chemical Co., Ltd. Location: This project is of the renovation and expansion type; the geographical coordinates of the plant site are E81°12'20.5", N44°03'20.4", and it is located within the coal-based clean fuel oil industry zone of the park. Environmental assessment agency: Hebei Zhengrun Environmental Technology Co., Ltd. Project overview: This project aims to treat the tar produced as a by-product of the existing facility (i.e., the \"heavy aromatics\" in this project, 120,000 tons per year) and medium oil (i.e., the \"polyhydrocarbons\" in this project, 80,000 tons per year). Tar falls under the category of \"coal tar generated during gas condensation in the gas production process\" as listed in the **List of Hazardous Wastes (2016 edition)**, and it is classified as HW11 distillation residues (code 450-003-11); therefore, it must be collected and treated in accordance with the requirements for handling hazardous waste. The total investment for this project is 73.86 million yuan, of which 65.06 million yuan is allocated to the first phase and 8.8 million yuan to the second phase. Environmental protection investments amounted to 12.74 million yuan, accounting for 17.25% of the total investment.
