A few days ago, the construction of the coal storage and distribution center, as well as the utility facilities required in the chemical production park for the Shanxi Lu’an high-sulfur coal clean utilization integrated oil, chemical, and power generation demonstration project (the Lu’an 180 project), was in full swing. The coal storage and distribution center is a vital initiative for reducing costs at the Lu’an 180 project; it serves to optimize the existing coal storage system of this project, addressing the issues related to the unloading, storage, and mixing of coal in production, thereby enhancing the economic efficiency and stability of the coal supply used in production ； At the same time, customized coal blending for sale can be provided based on market demand, thereby achieving a secondary increase in the value of coal. The foundation construction has been fully completed, and 30% of the main framework for the transfer station has been built; completion of the construction is expected by the end of August. Once in operation, it will enable an increase in annual sales revenue by 103.6 million yuan. The public utility projects supporting the chemical production park serve as a vital link that connects the Lu’an 180 project with the three downstream companies (Lu’an Tianda New Energy Company, Lu’an Special Solvent Chemicals Company, and Lu’an Refined Oil Sales Company) in their efforts to expand capacity and improve efficiency in the production of high-end fine chemicals; these projects are expected to be completed and put into operation by September. Once completed, it will enable the release of a total production capacity of 400,000 tons of chemicals for three new projects downstream, reduce production costs, further increase the production capacity and efficiency of Lu’an Chemical’s high-end products, and enhance their competitiveness ； Leveraging the excellent resources surrounding the 180 project, such as raw materials, land, transportation, and manpower, it is possible to operate on a market-based basis, attract investment from the private sector, and further utilize the excess capacity of existing utility facilities and supporting infrastructure in order to maximize corporate profits. It is reported that the public utility projects supporting the chemical industry park have so far attracted two companies, Shaanxi Zhongnengda Co., Ltd. and Lu’an Fine Chemicals Company, to invest in their construction, and cooperation intentions have been established with six other companies. The Lu’an 1.8 million tons per year integrated demonstration project for the clean utilization of high-sulfur coal for oil, chemical, and thermal production is a key project under the 12th Five-Year Plan, as well as a major transformation benchmark for Shanxi Province’s comprehensive reform pilot zone. The project is constructed in two phases: the first phase involves building a production line for coal indirect liquefaction to produce oil at an annual capacity of 1 million tons, while the second phase involves setting up a production line that uses cobalt-based wax oil as raw material to produce 800,000 tons of clean fuels and high-end fine chemicals per year. In total, this results in an annual production of 1.8 million tons of fuels and chemicals, which is why it is known as the “180 Project”. Using Luan’s domestically produced high-sulfur coal as raw material, and by integrating advanced international technologies, the project achieves clean and efficient utilization of coal to produce 49 types of high-end fine chemicals across five categories, including premium waxes, aromatic-free solvents, special fuels, high-quality lubricants, and specialty chemicals, in addition to generating over 115 MW of power from waste heat. The project serves as a demonstration for large-scale gasification technologies for **\"high-carbon, high-sulfur, and high-ash\" coal, a demonstration of coal-based Fischer-Tropsch synthesis for the production of high-value chemicals, a model for upgrading traditional coal chemical processes such as those involving methanol, and a demonstration of high environmental standards in modern coal chemical manufacturing. The Lu’an 180 project commenced construction in February 2013 ； The project was completed in October 2015 ； On March 4, 2016, approval was obtained from the **Ministry of Environmental Protection** ； In November 2016, it received approval from the National Development and Reform Commission; on December 4, 2017, the FTO synthesis unit began producing products, and on December 29, the refining unit started yielding qualified products. Thus, the entire production process was completed successfully, entering a phase of stable operation and improved efficiency.
