The developer of this project is Xinjiang Guotai Xinhua Wucailiwan Mining Co., Ltd. The developer of the coal-based fine chemical circular economy industrial park in the Zhundong Economic and Technological Development Zone is Xinjiang Guotai Xinhua Chemical Co., Ltd.; both companies are part of Xinjiang Guotai Xinhua Mining Co., Ltd. This mine is a supporting mine for the circular economy industrial park; it covers an area of over 64 square kilometers. The mine’s resource reserves amount to 2.1 billion tons, with a designed extractable reserve of 1.2 billion tons. The coal produced is mainly supplied to the Zhundong Wucaiwan Coal and Electricity Circular Economy Industrial Park. The Yangquan Coal Group’s Xinjiang Zhundong Circular Economy Industrial Park is planned to cover an area of 15,008 mu, with a total investment of 70 billion yuan; the project will be built in three phases. This is the first coal, power, and chemical industrial park built by Yangmei Group in Xinjiang. The first phase of the project covers an area of 298 hectares, with a total investment of 11.3 billion yuan. The main construction components and scale include: a BDO production facility with an annual capacity of 200,000 tons, a PTMEG production facility with an annual capacity of 60,000 tons, a calcium carbide production facility with an annual capacity of 400,000 tons, a methanol production facility with an annual capacity of 200,000 tons, 2 × 350MW power plants for internal use, as well as related utility and auxiliary facilities. It also includes Mine No. 1 and a coal processing plant in the Wucaiwan mining area. Phases II and III of the project mainly include an 1.8 million tons per year methanol plant, a 600,000 tons per year methanol-to-olefins plant, a 350,000 tons per year polyether polyol plant, a 120,000 tons per year butanol plant, a 60,000 tons per year EPDM rubber plant, a 300,000 tons per year polyethylene plant, an 80,000 tons per year 2-PH (2-propylheptanol) plant, as well as facilities for processing 4 billion cubic meters of natural gas, along with associated hydrogen peroxide and propylene oxide production units. On November 20, 2012, the groundbreaking ceremony for this park project was officially held. Phase 1 of the project came online in September 2017, while phases 2 and 3 are expected to come online in 2023.
