Recently, a public participation announcement was issued regarding the environmental impact assessment for Tongliao Jinmei Chemical Co., Ltd.’s project to expand its oxalic acid production capacity to 100,000 tons per year. Project Investment: Total investment of 100 million yuan
Land Area: Approximately 10,000 m2. The project utilizes the existing Ende furnace powder gasification technology to produce syngas, which mainly consists of carbon monoxide and hydrogen. The syngas is then carbonylated to produce dimethyl oxalate; when dimethyl oxalate is heated with water, a hydrolysis reaction occurs, resulting in the formation of oxalic acid containing two molecules of crystalline water and methanol. Methanol is recovered for reuse in the existing ethylene glycol production process, while oxalic acid with two molecules of water of crystallization is processed through crystallization, filtration, drying, and packaging before being stored as a product. The 200,000 tons per year coal-to-ethylene glycol plant of Tongliao Jinmei is the world’s first production line to produce ethylene glycol by using syngas to manufacture oxalate esters followed by hydrogenation; the project is located in the Economic and Technological Development Zone of Tongliao City, Inner Mongolia. Phase 1 of the project, involving a production capacity of 200,000 tons per year of ethylene glycol produced by the methanol route, began construction in August 2007. It was completed and put into operation by the end of 2009, and the production process was finalized in December 2009, enabling the production of qualified products. Following the joint commissioning trial, qualified oxalic acid product was produced on May 3, 2010. Full production capacity was achieved on November 18, 2011. The approved construction projects for Tongliao Jinmei Chemical Co., Ltd. include: the 200kt/a ethylene glycol production project of Tongliao Jinmei Chemical Co., Ltd.; changes related to the waste gas incineration system for that same 200kt/a ethylene glycol project; modifications to the plant designed to produce 100,000 tons of oxalic acid per year as part of the 200kt/a ethylene glycol project; the 8000t/a glycolic acid production project of Tongliao Yuanjing Chemical Co., Ltd.; the technical upgrade project aimed at expanding the ethylene glycol production capacity of Tongliao Jinmei Chemical Co., Ltd.; and changes to that same technical upgrade project.
