Further advance the pilot operation of continuous settlement in the electricity spot market, and deepen the reform of separating the main and auxiliary functions of the power grid. Optimize the structure of coal and coal-fired power production capacity. Adhere to the long-term mechanism for coal production capacity replacement, and continuously improve the policies regarding such replacement. Promote the transformation of the coal industry by phasing out smaller plants and upgrading those that are larger, while improving quality and reducing inferior ones; implement the plan for the categorized handling of coal mines with an annual production capacity of less than 300,000 tons, and accelerate the elimination of outdated coal mining capacities. In accordance with coal development plans and industrial policies, large-scale modern coal mines are being built in an orderly manner to help unleash advanced coal production capacity. Efforts should be made to advance the ultra-low emission and energy-saving upgrades of existing coal-fired power units; those in the western region that meet the requirements should complete such upgrades by the end of the year. On the basis of ensuring power and heat supply, continue to phase out and shut down outdated coal-fired power units that do not meet the standards. Strictly control and advance coal power project construction as needed. Promote the green development and utilization of coal. Continue to implement safety technological upgrades in coal mines, promote the intelligent development of coal mining, strengthen the comprehensive utilization of resources associated with coal extraction such as gas, coal gangue, and coal slurry in mining areas, and develop a circular economy in these areas. Advance the control of scattered coal use and the cleaner utilization of coal, focusing on increasing the proportion of coal used for electricity generation. Research and improve policies and measures for the green development of coal, promote the application of green mining technologies, further increase the proportion of raw coal used, and facilitate coordinated development between resource exploitation and ecological environment protection. Take multiple measures to enhance the capacity for ensuring oil and gas security, and intensify efforts in oil and gas exploration and development. We will make significant efforts to boost oil and gas exploration and development in order to ensure energy security, focus on achieving the key objectives set, and further consolidate the positive trend of increasing reserves and production. The focus is on expanding the four major oil and gas production hubs in the Bohai Bay, Sichuan, Xinjiang, and Ordos, to drive a steady increase in conventional natural gas production, while promoting rapid development of shale gas and coalbed methane. Explore the commercial development of shale gas in areas such as Yichang, Hubei. Accelerate the large-scale development and utilization of coalbed methane (coal mine gas), and implement renovation plans for low-yield wells. Drive breakthroughs in the development of shale oil projects such as those in Jimsar. Accelerate the development of the natural gas production, supply, storage, and distribution system. Accelerate the construction of pipeline networks and gas storage facilities, strengthen the interconnection of natural gas systems and address the shortcomings in transmission capacity in key areas, so as to rapidly establish a unified national network. Strengthen the responsibility of upstream gas supply companies and **pipeline network companies in gas storage, and accelerate the construction of key projects for gas storage facilities and bases. Advance the implementation of long-term LNG agreements and spot purchases in an orderly manner. Improve coordination mechanisms for the use of sea and land resources, as well as environmental impact assessments, in order to actively create conditions for project development. Enhance the capacity for oil and gas substitution. Establish a comprehensive national information monitoring system for the refining industry, strengthen data analysis and evaluation, and guide the healthy development of the industry. Efforts are made to address the risk of overcapacity in oil refining and to steadily increase capacity utilization.
