Recently, the feasibility study report for Xinye Group’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong successfully passed the expert review meeting held by China International Engineering Consulting Corporation in Taiyuan, Shanxi Province. The review meeting brought together 13 renowned experts in the domestic coal chemical industry, covering fields such as marketing, coal quality, process engineering, layout design, thermal engineering, environmental protection, utility engineering, and technical economics. Also present were leaders including Zhao Jiangtao, Deputy Secretary of the Party Leadership Group and Director of the Changji Prefecture Development and Reform Commission, Liu Xiaolong, Member of the Party Working Committee and Deputy Director of the Jundong Economic and Technological Development Zone Management Committee; Wan Zheng, Secretary of the Party Committee and Chairman of Xinye Group, Li Tianyou, Vice General Manager, Gao Yunpu, Chief Engineer; Ma Jinrong, Secretary of the Party Committee and Chairman of Xinye Energy Chemical Company, as well as relevant technical personnel from Wojiang Clean Energy Jundong Company. In addition, Zhou Enli, Secretary of the Party Committee and Chairman of Saiding Engineering Co., Ltd., the company responsible for preparing the report, Li Ji, Deputy Secretary of the Party Committee and General Manager, along with other members of the leadership team and technical specialists, attended the meeting. The meeting heard a report from Li Tianyou, deputy general manager of Xinye Group, on the preliminary preparations for the project, its current progress, and the plans for future work. It also heard a presentation by Fu Guoliang, project manager of Saiding Engineering Co., Ltd., on the main contents of the feasibility study report. The experts carefully reviewed the report, and after group inquiries and thorough discussions, they approved the review report. The review panel concluded that Xinye Group’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong is in line with China’s plans and policies regarding the coal-to-oil and gas industry, as well as with the relevant plans of the Xinjiang Uyghur Autonomous Region. The overall technological approach for this project is mature and reliable, and the scale of construction as well as the product specifications are feasible ; The project’s coal consumption, energy consumption, water consumption, as well as pollutant emissions, meet **the relevant standards and entry requirements. Before the meeting, the expert group also went to the project site – the Zhundong Jiji Lake Industrial Park – for an on-site inspection, to gain a detailed understanding of the selection process for the project location, the approval procedures related to land use, and other related matters. They also examined the surrounding environment and the current status of land use in that area. The successful approval of the project marks the final confirmation of its main production process, clarifies the key challenges in its implementation, and represents a significant step forward – laying a solid foundation for the subsequent successful approval and early commencement of construction. The developer of the 2 billion cubic meters per year coal-to-natural gas project in Zhundong, operated by Xinjiang Xinye State-owned Assets Management (Group) Co., Ltd., is Wojiang Clean Energy (Xinjiang Zhundong Economic and Technological Development Zone) Co., Ltd. The project is located in the Jijihu Industrial Park of the Zhundong Economic and Technological Development Zone in Changji Hui Autonomous Prefecture, Xinjiang. The main process units include: coal preparation, air separation, thermal power plants, water supply and drainage systems, coal gasification, shift reaction, low-temperature methanol washing, methane synthesis, natural gas compression and drying, gas-water separation, phenol and ammonia recovery, coal gas compression, compression refrigeration, hydrogen production via water electrolysis, carbon capture, waste heat utilization, flare systems, environmental monitoring stations, gas protection stations, foam fire suppression stations, a central laboratory, facilities for storing auxiliary materials, fire stations, chemical storage areas/hazardous chemicals storage rooms, hazardous waste temporary storage areas, as well as various temporary facilities throughout the plant.
