Project overview: The project uses coal from Jingyuan as raw material, and employs pressurized coal gasification technology, along with domestically developed isothermal shift processes, low-temperature methanol washing for desulfurization and decarbonization, liquid nitrogen washing for purification, and low-pressure ammonia synthesis. This process yields liquid ammonia as a product, with liquid carbon dioxide and sulfur as by-products. The liquid ammonia is then used as a raw material to produce urea and melamine; relevant auxiliary facilities and utility systems are also constructed as part of this project. The project is implemented in two phases. In Phase 1, the production capacity is 300,000 tons per year of ammonia, 350,000 tons per year of urea, 20,000 Nm3/h of (H2+CO), 40,000 tons per year of methanol, 50,000 tons per year of liquid carbon dioxide, 60,000 tons per year of melamine, 50,000 tons per year of urea solution, 1,924 tons per year of sulfur, and 2,500 tons per year of catalysts. The gas production (H2+CO) unit uses a PSA purification process. In Phase 2, the production capacities are 300,000 tons per year of ammonia, 350,000 tons per year of urea, 10,000 Nm3/h of (H2+CO), and 60,000 tons per year of methanol. Upon completion of the two phases of construction, the production capacity will ultimately amount to 600,000 tons per year of synthetic ammonia, 700,000 tons per year of urea, 100,000 tons per year of methanol, 50,000 tons per year of liquid carbon dioxide, 60,000 tons per year of melamine, 50,000 tons per year of urea solution, and 30,000 Nm3/h of (H2+CO). The total investment for the project amounts to 5,286,406,800 yuan, of which 4,296,500,000 yuan is allocated to environmental protection measures, accounting for 8.1% of the total investment. The Clean and Efficient Coal-to-Gas Comprehensive Utilization Project of Gansu Jingyuan Coal and Electricity Co., Ltd. is located in the Yindong Industrial Park of the Baiyin High-Tech Industrial Development Zone in Baiyin City, Gansu Province. It uses Jingyuan coal as raw material to produce products such as synthetic ammonia, urea, methanol, melamine, and urea solutions. At the same time, high-quality raw materials such as hydrogen and carbon monoxide can be supplied to other enterprises located in the park, thereby creating a upstream and downstream industrial chain that maximizes resource utilization and minimizes pollutant emissions. For this project, the gasification technology recommended is the pulverized coal gasification unit developed by China Aerospace Changzheng Chemical Engineering Co., Ltd., which possesses independent domestic intellectual property rights. It is understood that the project will be implemented in two phases; the first phase is scheduled to be ready for construction by the end of 2019, with operations set to begin by the end of 2021 ; The construction period for the second phase is planned to be two years. At present, the project has completed the preliminary tasks such as registration, geological surveys, safety assessment reviews, and preparation of environmental impact reports; other tasks such as land acquisition and water resource evaluations are currently in progress. Upon completion of the project, it will be able to convert approximately 1.8 million tons of raw coal annually on-site, enabling annual production of 700,000 tons of urea, 100,000 tons of methanol, 216 million Nm3 of (CO+H2), 60,000 tons of melamine, 50,000 tons of urea solution, and 50,000 tons of food-grade liquid CO2. Additionally, liquid oxygen, liquid nitrogen, liquid argon, and catalysts will also be produced. Jinchang City signs a strategic cooperation framework agreement with Gansu Energy and Chemical Group On the afternoon of May 15, the People’s Government of Jinchang City and Gansu Energy and Chemical Investment Group signed a strategic cooperation framework agreement in Lanzhou. On the morning of June 7, the first phase of Gansu Honghui Energy Chemical Co., Ltd.’s project for the sustainable utilization of 10 million tons of coal was completed, with the 500,000-ton per year coal tar hydrogenation unit starting up successfully and producing qualified oil products. The 500,000 tons per year coal tar hydrogenation unit is the main facility in Honghui Company’s project for the selective utilization of coal. Using light and heavy coal tar as raw materials, this unit employs a pretreatment system, a hydrogenation reaction system, high and low pressure separation systems, and a distillation system to remove impurities such as asphaltenes, sulfides, and nitrogen oxides from the raw materials, thereby producing oil products that meet **emission standards and enabling the efficient utilization of coal tar. The total investment for Gansu Honghui Energy Chemical Co., Ltd.’s project for the differentiated utilization of 10 million tons of coal amounts to 8.98 billion yuan. Following the principle of \"planning once and implementing in stages,\" the first phase involves the construction of a facility for the differentiated utilization of 1.5 million tons of coal, as well as a plant for the comprehensive processing of 500,000 tons of coal tar through hydrogenation; the investment for this phase is 2.64 billion yuan. The main construction components include: a 5-series external heat-type rotary furnace with an annual capacity of 300,000 tons, a hydrogen production unit with a capacity of 48,000 Nm3/h, a hydrogenation unit with an annual capacity of 500,000 tons, a gas purification unit with a capacity of 29,000 Nm3/h, and a wastewater treatment unit with a capacity of 150 m3/h, along with supporting facilities such as heating systems, general layout for transportation, and power supply systems. Once the project is put into operation, it will be able to process 1.5 million tons of raw coal per year, producing 760,000 tons of upgraded coal, 5,000 tons of liquefied gas, 110,000 tons of No. 1 coal-based aromatics, 300,000 tons of No. 2 coal-based aromatics, 30,000 tons of heavy oil, and 15,000 tons of dry gas. Gansu Honghui Energy Chemical Co., Ltd. is a mixed-ownership enterprise established in 2014 with joint investment from Jiuquan Iron and Steel (Group) Co., Ltd. and Guanghui Energy Co., Ltd.; each party contributes 50% of the capital, resulting in a registered capital of 3 billion RMB. The participating organizations submitted their opinions and suggestions regarding the projects under review. Based on the feedback from the comprehensive evaluation panel, both projects passed the evaluation. After the review was approved, Jinqing Energy Company held a project discussion meeting to explore and discuss matters related to promoting strategic cooperation on this project. According to the relevant officials, the two industrial chains of coal-based ethylene glycol production and the selective utilization of products derived from coal pyrolysis are in line with China’s strategy for revolutionizing energy production and consumption, and their conversion methods and approaches offer significant advantages in terms of energy savings and emission reduction. Project construction is of great significance for promoting the on-site conversion and high-value utilization of coal in Qingyang, optimizing its industrial structure, and fostering the stable economic and social development of the region. Qingyang Jinqing Energy Co., Ltd. has a registered capital of 100 million yuan, and was established through joint investment by Qingyang Energy and Chemical Group Co., Ltd. and Hangzhou Jinjiang Group Co., Ltd. Qingyang Energy and Chemical Group plans to invest in the construction of projects related to the production of anhydrous ethanol, ethylene glycol, as well as the comprehensive utilization of coal dust on a differentiated basis, along with the development and utilization of natural gas.
