Recently, Zhang Riyong, Deputy General Manager of the Development Planning Department at China Petroleum & Chemical Corporation, chaired a review meeting regarding the general layout and site preparation for the first phase of the 200,000 t/a Guizhou Energy & Chemical PGA project in Zhijin County, Guizhou Province. Industry experts, representatives from Sinopec Group’s Development Planning Department, Great Wall Energy Chemical, Nanjing Project Management Center, Shanghai Engineering Company, Engineering Construction Company, Xi’an Survey and Research Institute, and relevant personnel from Guizhou Energy Chemical attended the meeting. At the meeting on the review of the general layout and site grading, Zhang Riyong emphasized that the PGA project is about to enter the phase of actual construction, and it is extremely important to finalize the plans for the general layout and site grading. Shanghai Engineering Company should take the lead in further refining the general layout, while organizations such as SEI and Xi’an Surveying and Research Institute should use the suggestions provided by experts to further optimize the site grading plans. The experts present and representatives from various units had in-depth discussions on aspects such as the economy, safety, and reliability of the general layout and site leveling plans, resulting in constructive and professional suggestions. At the same time, the design unit stated that it will earnestly address the experts’ relevant suggestions and accelerate the optimization of the general layout and site grading plans. Prior to the meeting, a demonstration session was held on the installation plan for the power station of the PGA project. The expert group evaluated the feasibility study-based installation plan for the project’s power station as well as 9 alternative optimization plans, identified the advantages and disadvantages of each plan, and provided suggestions for further optimizing the three selected alternative plans. Sinopec’s 500,000 t/a polyglycolic acid project is located in Zhijin County, Bijie City, Guizhou Province. This county is situated in the upper reaches of the Wujiang River and boasts abundant mineral resources. Sinopec and Guizhou Province have made full use of their respective strengths to deepen their strategic cooperation, and on November 25, 2020, they signed a \"Strategic Cooperation Framework Agreement for Comprehensively Promoting High-Quality Development.\" The total investment in the project is approximately 23 billion yuan, and it mainly includes facilities for gasification, cryogenic separation, and hydrogen production; the construction will take place in two phases. The total investment for the first phase of this project is around 11 billion yuan; it will have an annual production capacity of 200,000 tons of polyglycolic acid, and completion is expected in 2024. The annual sales revenue from these products is projected to reach 3.15 billion yuan. Phase 2 will establish a polylactic acid production capacity of 300,000 tons per year, with completion scheduled for 2026. PGA is a new type of eco-friendly plastic product that can be completely degraded, with harmless degradation products ； PGA degrades in seawater, effectively addressing the problem of white pollution ； As an ideal biodegradation inducer, PGA, when used in combination with other materials, can enhance the overall performance ； PGA can be degraded in the human body and is widely used in the medical field. PGA is produced using coal as a raw material, transforming coal from a fuel into a raw material that is clean and environmentally friendly. This project is a model initiative by Sinopec to advance cutting-edge coal chemical technologies toward industrial application; it is also a landmark project for Guizhou Province in achieving modern industrialization and rural revitalization. It will help Sinopec remain at the forefront of China in terms of the clean and efficient utilization of coal resources, making positive contributions to the high-quality development of the country’s coal chemical industry.
