Recently, the first public information release regarding the environmental impact assessment for Xinjiang Energy Group Toksun Clean Environmental Protection Technology’s clean energy cogeneration project was made, marking the restart of this project. Contractor: Toksun Clean Energy Co., Ltd., Xinjiang Energy Group. Main aspects and scale of the project: The annual processing capacity for raw coal is 3 million tons; this includes facilities for producing clean coal through coal pyrolysis, as well as a 350,000-ton/year tar hydrogenation unit. Additionally, there are various utility systems and auxiliary production facilities required for the operation of the plant. The main products include clean coal, clean briquetted coal, lightweight oil, and by-products (LPG, liquid ammonia, crude phenol, sulfur, etc.). Xinjiang Energy Group Toksun Clean Environment Protection Technology Co., Ltd. was established through a joint investment by Xinjiang Energy Group, Xinjiang Runtian Technology, and Shenwu Environmental Protection (19%), with a registered capital of 300 million yuan for the joint venture. It was later changed to Xinjiang Fanqing Chemical Technology Co., Ltd. (50%), Xinjiang Energy (Group) Co., Ltd. (25.5%), Xinjiang Runtian Technology Development Co., Ltd. (15%), and Shenwu Environmental Protection Technology Co., Ltd. (9.5%). The Toksun Clean Energy Cogeneration Project of Xinjiang Energy Group began construction in July 2017. This project falls under the category of projects for the comprehensive and graded utilization of coal; it is planned to be carried out in two phases. In the first phase, local high-quality coal resources from Toksun County will be utilized, and an EPC turnkey contract has been signed with Shenwu Environmental Protection. This phase will employ a preheating furnace pyrolysis process, with a total investment of around 2.8 billion yuan. The project is designed to process 3 million tons of raw coal per year, producing 350,000 tons per year of coal tar hydrogenated products, as well as products such as semi-coke, No. 1 light oil, and No. 2 light oil. This approach aims to achieve efficient and circular utilization of coal resources, thereby creating a new type of coal chemical industry chain that is competitive in the market.
