Bidding Conditions The name of this bidding project is: Public Bid for the Repair of Special Valves at the Coal-to-Oil Company*. The bidder is the Ordos Coal-to-Oil Branch of China Shenhua Coal-to-Oil Chemical Co., Ltd., and the project owner is also the Ordos Coal-to-Oil Branch of China Shenhua Coal-to-Oil Chemical Co., Ltd. The funding for this project comes from internal sources. *This project meets the bidding requirements, and public bidding for domestic qualification review is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): This project is divided into three bid sections in total. (1) Project overview: High-temperature, high-pressure large-diameter emergency shut-off valves and high-temperature, high-pressure process valves are key valves with special structures in coal liquefaction plants. The main valve brands include MOGAS, HARTMAN, VELAN, EDWARD, Pacific, and Newman, etc. The main valve types are ball valves, gate valves, check valves, and plug valves. The media involved are high-temperature, high-pressure oil-coal slurry containing hydrogen sulfide, as well as hydrogen gas. During operation, special valves may suffer damage to their valve bodies, internal or external leakage, damage to their internal components, peeling of the hard coating on these components, or failures in their actuating mechanisms due to factors such as erosion, wear, or corrosion caused by the process media. It is necessary to carry out maintenance work on these valves during plant shutdowns for repairs, emergency repairs, or while the plant is still in operation, in order to extend their service life and ensure the stable operation of the liquefaction plant. (2) Scope of the tender: The bidder shall provide services for shutting down the tenderer’s plants for maintenance, carrying out emergency repairs on such plants, as well as sending back to the bidder’s factory or repair facility the special valves that need repair during plant operation, and also supply certain repair packages. These mainly include: 103-UV-2402A/B/C/D, 103-MOV-2401A/B/C/D, pressure reduction tower bell valves A/B, 103-UV-3001A/B, 103-UV-3002A/B, 103-UV-4201, 104-UV-1201, 104-UV-0302, 103-UV-1603, 104-UV-0601A/B, 104-MOV-0601A/B, 104-MOV-0602A/B, 104-UV-0602A/B, 103UV1902, as well as maintenance for special process valves and maintenance kits for gaskets in 103-UV-2402A/B/C/D, 103-MOV-2401A/B/C/D, and 103UV1902. Section 1: Maintenance of 103-UV-2402A/B/C/D, 103-MOV-2401A/B/C/D, 103-UV-3001A/B, 103-UV-3002A/B, 103-UV-4201, and 103UV1902 ； Repair kits for the gasket inserts in 103-UV-2402A/B/C/D, 103-MOV-2401A/B/C/D, and 103UV1902 are available; specific details regarding special valves can be found in the requirements provided by the tender issuer. Section 2: Maintenance of the bell valves A/B in the vacuum distillation tower for 104-UV-1201, 104-UV-0302, 103-UV-1603, 104-UV-0601A/B, 104-MOV-0601A/B, 104-MOV-0602A/B, and 104-UV-0602A/B; details regarding special valves are as specified by the tender issuer. Section 3: Maintenance of a batch of special process valves; details on these valves are as specified by the tendering authority. 2.2 Others: (1) Service period: 3 years from the date of contract signing; the actual maintenance tasks shall be determined in accordance with the task orders issued by the tendering party. (2) Project location: Shangwan, Yijinhuoluo Banner, Ordos, Inner Mongolia. 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: 1) The bidder must be registered within the People’s Republic of China and possess independent legal person status, and must provide a scanned copy of its business license ； 2) The bidder must be a valve manufacturing enterprise and must possess and provide a valid manufacturing license for special equipment; the scope of this license shall include ball valves, with a grade of A1. 【2】Financial requirements: / 【3】Performance requirements: From June 2017 to the bid deadline (subject to the date of contract signing), the bidder must have at least 2 records of valve maintenance projects with a contract value of no less than 500,000 yuan – these projects should involve the maintenance of MOGAS, HARTMAN, VELAN, or EDWARD valves with a pressure class of CLASS 1500LB and a nominal diameter of DN80 or larger. In the case of fixed-amount contracts, the amount specified in the contract shall apply; for framework contracts, the amounts stated in the contracts and settlement statements shall be used as reference. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date of signing, and the key information specified in the performance requirements. If the contract does not specify the brand of the valves, this information must be indicated in the customer verification document ； The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up records, or other documents that can prove the completion of contract fulfillment. 【4】Credit requirements: / 【5】Qualification requirements for the project leader: / 【6】Requirements for other key personnel: / 【7】Equipment requirements: / 【8】Other requirements: / Note: Qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 Joint bids are not accepted for this project. 4. Acquisition of Tender Documents 4.1*The deadline for purchasing the tender documents is 2022-06-22 14:00:00, while the purchase period ends on 2022-06-29 16:30:00. *The price per set of tender documents is 500.0 RMB per bid section (package): 500.0 RMB for the 1st bid section (package), 500.0 RMB for the 2nd bid section (package), and 500.0 RMB for the 3rd bid section (package). No refund will be provided after purchase.
