On February 29th, Huang Ye, a member of the Party Committee and deputy general manager of the group company as well as chairman of the Chemical Materials Company, presided over the meeting to review the preliminary cost estimate for the foundation design of the 400,000-ton/year ethylene glycol production facility. Lu Xuehua, General Manager of the Chemical Materials Company, Shen Yuncheng, Chief Engineer, Wang Haishè, Deputy Chief Engineer for Equipment, as well as relevant management personnel from various departments attended the meeting. At the meeting, the attendees listened to a detailed presentation by the person in charge of the ethylene glycol plant regarding the overall overview of the preliminary design estimates, the proportion of costs for each plant unit, and horizontal comparisons with the preliminary design estimates of other ethylene glycol plants. A gap analysis was also conducted on the deviations from these preliminary estimates, providing guidance for improving and conducting more thorough reviews in the subsequent stages of cost estimation. At the same time, the meeting clarified the specific aspects of the review of the preliminary estimates for the basic design, requiring the relevant reviewers to conduct a thorough examination in strict accordance with their assigned responsibilities, each performing their duties properly, so as to ensure that a detailed review is completed within the planned time frame and that audit opinions are formulated. The meeting emphasized that, in the face of the two challenging tasks of epidemic prevention and control as well as project construction, all personnel must always adhere to the standards required for high-quality project development. They should conduct thorough analyses based on design specifications and cost calculation standards, taking into account current market prices, and make horizontal comparisons with the costs of similar projects in the same industry. This will provide a basis for controlling, assessing, and evaluating project costs, ensuring that such costs remain under control and are managed in a precise and reasonable manner. In his concluding speech, Huang Ye emphasized that all employees of the company must work together in unity and synergy, make full use of all available resources to optimize design, and carry out their tasks in a practical, precise, and efficient manner. Only by working meticulously, thoroughly, and to the highest standards can a solid foundation be laid for achieving the five goals and four first-class outcomes related to the construction of the company’s 400,000 tons per year ethylene glycol production facility.
