Procurement conditions: For the 100,000-ton BDO Project (Phase III) of Xinjiang Lanshan Tunhe Energy Co., Ltd., undertaken by China Chengda Engineering Co., Ltd., the construction funds have been secured. Therefore, the procurement process regarding the air compressor and drying equipment for this project is now eligible to proceed.* The tenderer is China Chengda Engineering Co., Ltd., and a public competitive negotiation procurement is currently being conducted. 2. Procurement Content and Scope 2.1 Procurement content and scope for this project: (1) Lot/Package number: (Please log in) Lot/Package name: Chengda Company – Xinjiang Lanshan Tunhe Energy Co., Ltd.’s Phase 3 100,000-ton BDO project – Air compressors and drying equipment. Procurement content and scope: 4 sets each of air compressors, air cooled dryers, and air drying units. 2.2 Delivery deadline: Bidders shall submit their fastest possible delivery timeline. 2.3 Delivery location: Lamahu Liang Industrial Park, Qitai County, Changji Prefecture, Xinjiang – Chengda Lanshan Tunhe Phase 3 Project Site. 2.4 Quality standards or main technical specifications for the goods: Refer to the attachments in the tender documents (to be downloaded after successful registration). 2.5 Other details: 2.5.1 Both domestic and imported materials shall be quoted on a DDP basis, i.e., including taxes, necessary spare parts, and specialized tools. 2.5.2 The spare parts for two years are offered as an optional item and are not included in the total price. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders 3.1.1 The bidder must be an independent legal entity under the People’s Republic of China, possess a valid business license, have a registered capital of 3 million yuan or more, have been in operation for at least 3 years, and be eligible to be a general VAT taxpayer. 3.1.2 Bidders must *register. 3.1.3 Manufacturers listed in the list of qualified suppliers for this project. 3.1.4 Meet the qualification requirements related to the project. 3.1.5 Have good bank credit and commercial reputation, have not been ordered to suspend operations, have their assets not seized or frozen, and are not in a state of bankruptcy; there are no property disputes. 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②Currently under orders to cease production and business operations; having their licenses suspended or revoked; having their permits suspended or revoked; or having their qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ; None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ; The parties to the consortium shall not submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
