Conditions for bidding The construction funds for the Rectisolve™ Process Package project under the Hualu Hengsheng Jingzhou Project undertaken by Hualu Engineering Technology Co., Ltd. have been secured. Qualification Requirements for Bidders 3.1 Qualification Requirements for Bidders The bidder must be a qualified supplier (please log in) ； Two or more legal entities with the same legal representative, as well as parent companies, wholly-owned subsidiaries, and their holding companies, shall not submit bids simultaneously in the same goods bidding process ； Consortia are not permitted to submit bids for this tender ； A manufacturer may only invite one bidder to submit a bid for goods of the same brand and model ； Bidders must be on the tenderer’s list of qualified suppliers for the project. 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) Has a direct controlling relationship with other bidders in this project. (3) Having a management relationship with other bidders for this project. (4) In the past three years, the following serious adverse circumstances have occurred in its business operations: ① Having been legally suspended, disqualified from bidding, or prohibited from participating in tender activities by the industry regulatory authority at or above the provincial level where this project is located. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering into liquidation proceedings, being declared bankrupt, or otherwise becoming unable to fulfill obligations. ④According to the company’s requirements for managing bidders, they are prohibited from participating in tender activities and this prohibition remains in effect. 3.3 Is a consortium allowed for this project?
