Special Discussion on the Development of a New Coal Chemicals Base in Anhui (Huaibei) Author/Source: Huahua Network – Coal Chemicals Date: June 30, 2020 Clicks: 6 On the morning of June 24, a meeting was held to discuss the planning and development of a new coal chemicals and synthetic materials base in Anhui (Huaibei), as well as the construction of a secondary central area in the southern part of Huaibei. The meeting was chaired by Huang Xiaowu, Secretary of the Huaibei Municipal Party Committee and Chairman of the Municipal People’s Congress. Dai Qiyuan, Deputy Secretary of the Municipal Party Committee and Mayor; Li Ming, Deputy Secretary of the Municipal Party Committee and Executive Vice Mayor; Zhu Haodong, member of the Municipal Party Committee and Vice Mayor; Li Jiayu, member of the Municipal Party Committee and Secretary of the Suixi County Party Committee; Fang Liangcai, General Manager of Huaibei Mining Group, and Wang Shengmao, Deputy General Manager of the same group; and Song Wei, Secretary-General of the Municipal Party Committee, attended the meeting. The meeting provided an update on the planning and construction of the new coal chemical synthesis materials base in Anhui (Huaibei) and the southern sub-center of Huaibei City. Discussions were held on how to accelerate the development of both the coal chemical base and the southern sub-center, as well as on ways to address the issues existing in the current construction process. Huang Xiaowu pointed out that in order to accelerate the development of the heavy and chemical industries, Anhui Province is actively promoting the construction of four new chemical industrial bases, including Huaibei. After years of development and accumulation, the Anhui (Huaibei) New Coal Chemical Synthesis Materials Base is now at a historic opportunity for significant and rapid growth. The preparatory work for the southern sub-center is complete, and it’s time to advance it rapidly. It is necessary to seize historical opportunities, focus on future development, and advance the construction of the coal chemical industry base and the southern sub-center in an integrated manner. Regarding the next steps, Huang Xiaowu emphasized the need to coordinate the planning of the coal chemical industry base, the southern sub-center, and the Hancun Port area in the Huohe River region, in order to achieve integration of various plans. It is necessary to coordinate the internal and external transportation of the coal chemical industry base, the southern sub-center, and the Hancun Port area along the Huo River, in order to create a convenient and efficient transportation network. It is necessary to coordinate the infrastructure of coal chemical industry bases with project construction, and in line with the principles of safety, environmental protection, and convenience, improve the construction of above-ground and below-ground supporting infrastructure. It is necessary to coordinate the development of infrastructure and public service projects in the southern sub-center, and to build underground utility tunnels, schools, hospitals, the county party school, and other facilities to high standards. It is necessary to take into account comprehensively the relocation and resettlement in coal chemical industry bases, the migration of villages in areas affected by coal mining subsidence, and the population growth in the southern sub-center. Adhering to a people-centered development philosophy, farmers should be encouraged to become urban residents in order to gain the support of the public. It is necessary to coordinate the social management of the coal chemical industry base and the southern sub-center, and to vigorously promote land acquisition and construction. It is necessary to strengthen overall leadership over the coal chemical industry bases and the southern sub-center. The municipal Party committee and the municipal government have established a command headquarters for the planning, construction, and management of the Anhui (Huaibei) New Coal Chemical Synthetic Materials Base and the southern sub-center, in order to streamline responsibilities and coordinate efforts to advance construction. The Anhui (Huaibei) New Coal Chemical Synthesis Materials Base is located in the southern part of Huaibei City, Anhui Province, at the junction of Jiangsu, Shandong, Henan, and Anhui provinces. In 2010, the base was approved by the People’s Government of Anhui Province as a provincial-level industrial park. In 2012, it was recognized by the Ministry of Industry and Information Technology as a “model park for circular economy in coal-coking-chemicals-electricity-materials industries.” In 2013, it was approved by the People’s Government of Anhui Province as one of the province’s four major chemical industry bases. In 2016, it was designated by the People’s Government of Anhui Province as “Project No. 1 for revitalizing the economy of northern Anhui,” and support was provided to it as a special policy zone. From 2015 to 2017, it was repeatedly ranked among the “Top 10 Chemical Industry Parks with Potential in China” by the China Petroleum and Chemical Industry Federation. Leveraging the foundation of the modern coal chemical industry, the base focuses on developing four key industrial clusters: coal-fired power supporting industries, fine chemicals, carbon-based new materials, and new synthetic materials. Strive to build it into a prime area for hosting the relocation of the chemical industry, a renowned platform for the development of new carbon-based materials, and a model region to support the transformation and development of resource-based cities.
