Procurement Content and Scope 2.1 Procurement content and scope of this project: (1) Bid section (package) number: ELECO-MKHGBDO-YDGS-2022-YD-002/01; Bid section (package) name: Company No. 11 – Mek Chemical’s Phase 4 100,000-ton/year BDO project – Bid package 02. Procurement content and scope: All tasks related to the installation work for the 100,000-ton/year BDO project at Xinjiang Mek Chemical Co., Ltd., including sewage treatment and the installation of utility systems and electrical equipment. 2.2 Planned construction period: April 21, 2022 – July 30, 2022. 2.3 Construction location: Korla Economic and Technological Development Zone. 2.4 Requirements for construction quality and safety: Quality standards: Must meet the requirements specified in the design documents as well as relevant current standards and regulations. 2.5 Other: / 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 1) No record of illegal activities or dishonest behavior in business operations over the past three years. 2) Relevant qualifications are required. 3.2 Bidders must not fall under any of the following circumstances: (1) The person in charge of the bidder is the same as that of another bidder in this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ; None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ; None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
