On June 2, the Xinjiang Department of Ecology and Environment, in accordance with the relevant regulations regarding the approval process for environmental impact assessments of construction projects, accepted the environmental impact assessment documents for the “100,000 tons per year high-carbon alcohol project” of Itai Yili Energy Co., Ltd., the “100,000 tons per year FTO wax project” of the same company, and the “260,000 tons per year alkylbenzene project” of Itai Yili Energy Co., Ltd., and made these documents public. Basic overview of the three proposed projects: Project name: Yitai Ili Energy Co., Ltd. 100,000 tons/year high-carbon alcohol project. Developer: Yitai Ili Energy Co., Ltd. Nature of the project: New construction. Location: The Yitai Ili Industrial Park is situated in the southern part of Chabuchar County, with a planned area of 9.77 km2. This project is located on the south side of the planned park, and the land is designated for industrial use. The east side of the site is open space; the west side houses the 100,000 tons per year Fischer-Tropsch wax project and the 260,000 tons per year alkylbenzene project. The north side features the belt conveyor system for coal transfer within the coal-to-oil project area, while the south side is also open space. The area covered by this project is approximately 184,000 m2. Project investment: The total estimated investment for this project is 930.648 million yuan. This project uses naphtha subjected to low-temperature oil washing, hydrogenated light oils rich in α-olefins, and crude light hydrocarbons derived from alkylbenzenes as raw materials to produce LPG, n-hexanol, n-heptanol, n-octanol, n-nonanol, n-decanol, isocarbonic dodecanol, isocarbonic tetradecanol, isocarbonic hexadecanol, isocarbonic octadecanol, and isocarbonic eicosanol. The production capacity is 100,000 tons per year. The construction scope of this project includes the establishment of a 100,000-ton/year high-carbon alcohol production facility; the addition of 1 35/10.5 kV substation and 2 10/0.4 kV substations as part of the power supply system; the construction of a fourth circulating water plant to serve the fine chemicals production process; and the liquid storage and transportation infrastructure, which includes newly added intermediate tank areas, finished product tank areas, and loading systems. Location: The project is to be built in the Itai Ili Industrial Park, located in the southern part of Chabuchar County. The planned area of the park is 9.77 km2, and the park has an irregular polygonal shape. This project is located on the southwest side of the planned park, and its land use is designated for industrial purposes. To the east of the proposed project is a 100,000-ton/year high-carbon alcohol facility; to the west is the flare system planned for the entire industrial park; to the north is an 260,000-ton/year alkylbenzene plant; and to the south of the fire station planned for the park is open space. The site area of this project is approximately 92,400 m2. Project investment: The total estimated investment for this project is 238.77 million yuan. This project uses reduced paraffin oil from the hydrogenation refining unit of the oil processing plant in Yitai Ili Energy Co., Ltd.’s 1 million tons per year coal-to-oil demonstration project as raw material, and employs short-path distillation technology provided by a patent holder to produce various grades of FTO wax products, including 85# FTO wax, 90# FTO wax, 95# FTO wax, 100# FTO wax, and 105# FTO wax, with an annual production capacity of 100,000 tons (based on the raw material). Project Investment: The total investment for this project is 569.74 million yuan. This project uses the intermediate products C10–C17 olefins and aromatics (benzene) from coal-to-oil demonstration projects as primary raw materials to produce surfactants. Based on the raw material supply capacity of the coal-to-oil demonstration project, as well as an analysis of the construction party’s technical capabilities, financial situation, staffing levels, and the market share for the products, the production scale has been determined as follows: The main product of this project is linear surfactants, with an output of 12.01×104 tons per year. Additionally, by-product outputs include 5.61×104 tons per year of heavy surfactants, 4.33×104 tons per year of light alkanes, 6.89×104 tons per year of heavy alkanes, 1.67×104 tons per year of solvent oil, 148 tons per year of fusel oils, 24.84 tons per year of tar, and a small amount of sodium fluoride. The design flexibility of the production facility is 70%–120%. The main components of the project are the surfactant production facilities, which include purification and separation processes, reaction processes, and neutralization processes ; The plant’s utility and auxiliary facilities include tank farms, circulating water stations, heat transfer oil systems, loading/unloading platforms, laboratory buildings, etc ; The plant’s water supply, nitrogen, steam, compressed air, flare systems, wastewater treatment facilities, etc., are all based on Yitai Ili Energy Co., Ltd.’s 1 million tons per year coal-to-oil demonstration project; the circulating cooling water system and power supply rely on the fourth circulating water system of the high-carbon alcohol project and a 35KV substation. It is reported that in September 2014, Yitai Ili Energy Co., Ltd. constructed a coal-to-oil demonstration project with an annual capacity of 1 million tons in Chabuchar County, Ili Kazakh Autonomous Prefecture, Xinjiang Uygur Autonomous Region. The project owner commissioned China National Petroleum Corporation Northeast Refining & Chemical Engineering Co., Ltd. to prepare the \"Environmental Impact Assessment Report for Yitai Yili Energy Co., Ltd.’s 1 million tons per year coal-to-oil demonstration project\" ; In October 2014, the Department of Ecology and Environment of the Xinjiang Uyghur Autonomous Region issued the \"Preliminary Opinions on the Environmental Impact Assessment Report for Yitai Yili Energy Co., Ltd.’s 1 million tons per year coal-to-oil demonstration project\" (Document No. Xin Huan Zi [2014] 422) ; In March 2015, the Department of Ecology and Environment of the Xinjiang Uyghur Autonomous Region issued the \"Preliminary Opinions on the Total Emission Limits for Major Pollutants for the 1 million tons per year coal-to-oil demonstration project of Yitai Yili Energy Co., Ltd.\" (Document No. Xin Huan Zi [2015] 113) ; In September 2017, it received the approval from the Ministry of Ecology and Environment of the People’s Republic of China regarding the Environmental Impact Assessment Report for Yitai Yili Energy Co., Ltd.’s 1 million tons per year coal-to-oil demonstration project (Document No. Huan Shen [2017] 151). The 1 million tons per year coal-to-oil demonstration project of Yitai Ili Energy Co., Ltd. is being constructed by Yitai Ili Energy Co., Ltd. Itai Yili Energy Co., Ltd. was established in September 2009. It is a joint-stock enterprise formed by Inner Mongolia Itai Group Co., Ltd. and its core subsidiary, Inner Mongolia Itai Coal Co., Ltd.; the company’s registered capital amounts to 1.57 billion RMB. Among them, Inner Mongolia Yitai Group Co., Ltd. holds a 9.2% stake, while Inner Mongolia Yitai Coal Co., Ltd. holds a 90.8% stake. Progress of the current project construction: 1) Construction of the current project began in June 2011, and site grading was completed in July 2013. 2) The civil structure work for the plant site began in July 2014; the works completed to date include: ① the frame of the air separation unit’s air coolers, the foundations for the compressors, the foundations for the cryogenic tanks, and the foundation for the air separation pump room. ②Gasification unit: 6 layers of concrete gasification framework; slag treatment: 1–2 layers of framework; foundations and 1 layer of framework for the coal grinding plant and the feeding plant. ③Some of the framework for the purification unit and the tower foundation. ④Synthesis unit: frames for layers 1 to 3 of the synthesis plant, as well as pipe galleries and equipment foundations for the decarburization unit. ⑤Some of the foundation frames for oil processing and liquid storage and transportation facilities, as well as the tank foundations in the intermediate tank area and the finished product tank area. ⑥Concrete pouring for the retaining wall of the 9.8-meter circular coal storage bin in the solid material storage and transportation facility, as well as concrete pouring in the coal crusher room from -7.0 meters to -3.8 meters. ⑦The thermal power unit for the boilers is located on the first 3 floors of the main boiler building; the steel frames for the three boilers have been installed, the construction of the chimneys is complete, and the coal transfer corridor has been raised above ground level. 3) In terms of equipment installation, to date, the existing project has completed the lifting of the following equipment: 5 gasification furnaces, 2 Fischer-Tropsch synthesis reactors, and the steam drums of Boilers No. 1 and No. 2. 4) Water supply and drainage system: The primary water supply and drainage network for the entire plant, as well as the main structure of the production fire water tanks, have been completed. 5) The area in front of the factory and the warehouse area have been completed. Problems and Countermeasures: During the construction of the underground sewage pipes, the \"Code for Seepage Control in Petrochemical Projects\" (GB/T50934-2013) had not yet been issued and implemented. The material used for these pipes was spiral-welded submerged-arc welded steel pipes with internal and external anti-corrosion coatings, which did not comply with the requirement specified in clause (5.5.1) of the said code, which states that \"for underground sewage pipes with a diameter of DN≤500 millimeters, seamless steel pipes should be used; for pipes with a diameter greater than 500 mm, straight-seam welded steel pipes are preferred.\" Once construction resumes, the following remedial measures will be taken: pollution-control rainwater collection tanks will be installed at each facility to collect water from floor washing and initial rainfall, which will then be pumped up to the pipe gallery and sent to a wastewater treatment plant for processing. Polluted rainwater from various devices is no longer discharged into underground pipes. Penalties for construction without approval: With regard to the environmental violations related to the construction of existing projects without prior approval, the Environmental Protection Department of the autonomous region, in accordance with Article 22, Paragraph 2, and Article 31, Paragraph 1 of the Environmental Impact Assessment Law of the People’s Republic of China, issued the following penalty decisions: 1) On November 3, 2014, it issued Decision No. Xin Huan Gai Zi 1-047, ordering the enterprise to cease construction until it obtained the approval documents for the environmental impact assessment. 2) On April 3, 2015, Decision No. 1-008 on Administrative Penalties was issued, imposing a fine of 200,000 yuan and ordering the suspension of construction until approval documents for environmental impact assessment were obtained. Itai Yili Energy Co., Ltd. ceased construction on November 3, 2014, and paid the required fines.
