The Yulin Jiuyang epoxy resin full-industry chain project has a total investment of 17.1 billion yuan. Yulin is an **important energy base that has made significant contributions to the region’s economic and social development. As the main energy source in our country, coal should develop in a green and low-carbon manner, striving to meet the goals of carbon peak and carbon neutrality. By taking into account national conditions, controlling the total amount used, and ensuring a minimum standard, it is necessary to gradually reduce coal consumption through substitution, thereby promoting the transformation and upgrading of coal use. The coal chemical industry holds great potential and a bright future. It is necessary to improve the comprehensive utilization efficiency of coal as a raw material for chemical production, and to promote the development of this industry in terms of higher sophistication, diversification, and lower carbon emissions. Strengthening technological innovation should be regarded as the most urgent task, with efforts focused on overcoming key technical challenges. At the same time, there should be active development of coal-based specialty fuels and coal-based biodegradable materials. Epoxy resins are widely used in industrial fields such as chemicals, light industry, water conservancy, transportation, machinery, electronics, home appliances, automobiles, and aerospace. Although our country has become the world’s largest producer and consumer of basic epoxy resins, demand for epoxy resins within the country continues to grow, with a high demand for high-end products and a high degree of reliance on imports. In 2020, the apparent consumption of epoxy resins in China was 1.6435 million tons, representing a year-on-year increase of 20.8%. With the rapid development of emerging sectors such as new energy, 5G communications, and electronics, there is strong demand in these industries, which has led to a significant rise in the demand for epoxy resins. In particular, the need for imported substitutes for specialized epoxy resins has increased markedly, representing a promising market opportunity for domestic companies. In March 2022, the 500,000-ton low-carbon green epoxy resin production facility and related new material industrial park project developed by Yulin Jiuyang High-Tech New Materials Co., Ltd., with a total investment of 17.1 billion yuan, was approved for registration as an enterprise investment project in Shaanxi Province. It is the world’s first project featuring epoxy resins derived from coal-based methanol, along with the entire downstream industrial chain. Construction location: Yuheng Industrial Park, Yulin City. Investor: Yulin Jiuyang High-Tech New Materials Co., Ltd. Construction period: 2022–2025. Start date: September 2022. Total investment: 17.1 billion yuan. Advantages of the project: 1. It is the first time that the new first-generation DMTP technology produced in China, as well as the technology for producing epichlorohydrin using hydrogen peroxide, is being utilized ; 2. The world’s first full-industry-chain project featuring coal-based methanol as the starting material for epoxy resins and their downstream applications ; 3. China’s first carbon-reduction demonstration facility for the coupled production of hydrogen and oxygen from photovoltaic and wind energy, used to manufacture hydrogen peroxide ; 4. Combine independent development with collaborative development to produce high-end new materials for the downstream applications of epoxy resins, thereby gradually achieving substitution of imported high-end epoxy resins ; At the same time, enterprises in the downstream sector of epoxy resins are brought into the park to establish a demonstration park for high-end new material clusters related to epoxies ; 5. And build China’s first demonstration facility for the integration of renewable energy and fine chemicals, as well as a demonstration facility for CO₂ capture, storage, and comprehensive utilization ; 6. Utilizing Yulin’s existing methanol resources to produce epoxy resin products can fill the gap in Yulin’s product portfolio. Moreover, the downstream industries offer good prospects for development, which facilitates local industrial expansion, the extension of the industrial chain, and the growth of industrial clusters ; 7. The project utilizes methanol-based propylene production and low-energy-consuming epichlorohydrin technology, which are at the leading level among similar technologies; it opens up a new route for the production of coal (alcohol)-based epoxy resins. This contributes to the establishment of a demonstration zone for energy revolution innovation in Yulin. On December 9, 2019, the Chinese Academy of Sciences and the People’s Government of Shaanxi Province signed a strategic cooperation agreement aimed at jointly creating such a demonstration zone. The goal is to leverage Yulin’s advantages in terms of various resources, along with the strong research capabilities and technical support provided by the Chinese Academy of Sciences, in order to develop an energy technology platform that includes one demonstration zone and three bases. In order to further explore the advantages of the industrial chain related to the 500,000-ton low-carbon green epoxy resin production project in Yulin Jiuyang, as well as those associated with new material industrial parks, and to find ways to enhance the coal chemical industry’s industrial chains, the China Petroleum and Chemical Industry Federation held a seminar on the development of coal-based low-carbon epoxy resin industrial chains on April 19, 2022.
