Bidding Conditions The name of this bidding project is: Public Bid for the EPC Project to Replace Liquid Ammonia with Urea as a Reducing Agent for Flue Gas Denitration at Ningxia Electric Power Ningdong Company. *This project meets the requirements for bidding, and now an open bid process for domestic candidates is being carried out. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 2.1.1 Project overview: Guoneng Zhejiang Ningdong Power Generation Co., Ltd. (hereinafter referred to as Ningdong Company) is located approximately 48 km southeast of Lingwu City, about 37 km south of Ningdong Town, and 11.35 km northwest of Majiatan Town ； It is about 5 km northeast of the Yuanfeng Highway, and about 7.7 km southeast of the Shima Highway ； It is approximately 1.2 km east of the Maiduoshan grid field, and about 15 km southwest of the ±800 kV converter substation. The power plant currently has an installed capacity of 2×1000MW (units #1 and #2). Units #1 and #2 of Ningdong Company are 2×1000MW domestic ultra-supercritical indirect air-cooled coal-fired generating units, equipped with HG-3239/29.3-YM5 type ultra-supercritical parameter variable-pressure operation DC boilers produced by Harbin Boiler Factory Co., Ltd. They were put into operation on July 8, 2019 (Unit #2) and December 28, 2019 (Unit #1). Environmental protection facilities such as SCR denitration systems, three-chamber five-electrode field electrostatic precipitators, and limestone-gypsum wet flue gas desulfurization systems were also installed during the same period. The SCR denitration system equipped with the unit is designed to treat 100% of the flue gas at full load, with an inlet NOx concentration of 350 mg/m3 (under standard conditions, on a dry basis, with 6% O2). The denitration efficiency is not less than 88.57%, and the outlet NOx emission concentration is below 40 mg/Nm3 (under standard conditions, on a dry basis, with 6% O2), thereby meeting the requirements for ultra-low emissions. The denitration system is not equipped with a reactor bypass system. A honeycomb catalyst is used, arranged in a “3+1” configuration, and liquid ammonia is employed to prepare the denitration reducing agent. 2.1.2 Scope of bidding and division into lots/packages: This project is an EPC turnkey project. Its scope encompasses all tasks related to the project, including overall design, equipment manufacturing (including on-site fabrication of equipment), supply and transportation of equipment and materials, civil construction and equipment installation, individual unit commissioning, system commissioning and overall commissioning, technical services, personnel training, performance assessment, environmental protection acceptance, testing, inspection, after-sales services, etc. It also includes training on operation and maintenance as required in the bidding documents, dismantling of the existing ammonia plant system, and site remediation and re-greening of the former ammonia plant area. 2.1.3 Project construction site: On-site at Guoneng Zhejiang Energy Ningdong Power Generation Co., Ltd. 2.1.4 Planned construction period: From the date of contract signing until the completion of construction on August 30, 2023. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification and Experience Requirements: [1] Qualification Requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) The bidder must possess and provide a valid qualification certificate for general contracting of electric power engineering at Level 1 or above, issued by the competent housing and urban-rural construction authority ； Or a design qualification certificate of Class A or above in the power industry (thermal power specialty) ； Or a qualification certificate of Class A or above for specialized design in environmental engineering (the scope of authorization for such a qualification certificate must include projects related to air pollution control). (3) If the bidder is a construction unit, it must possess and provide a valid safety production license. (4) If the bidder is a construction contractor, it must possess and provide valid certification certificates for its quality, environmental, and occupational health and safety management systems. 【2】Financial requirements: / 【3】Performance requirements: From January 2017 to the deadline for bid submission (based on the contract signing date), the bidder must have at least two EPC general contracting contracts for the construction or renovation of urea hydrolysis systems in thermal power plants with a single-unit capacity of 600 MW or above, and these projects must have been successfully put into operation for one year or more. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents.
