Bid Requirements: The funding for the 400 kt/a ammonia and 600 kt/a urea plant project carried out by China National Chemical Engineering Corporation’s 13th Construction Co., Ltd. The actual start date will be determined based on on-site confirmation. 2.3 Location of construction: Tasihe Industrial Park, Manas County, Changji Hui Autonomous Prefecture, Xinjiang. 2.4 Requirements for construction quality and safety: Quality standard: Qualified. The materials, equipment, and construction methods used in this project must meet the requirements of **, industry standards, and technical specifications. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders Corporate qualification requirements: 1. Must have independent legal person status ； 2. Must possess qualifications for CG – conventional testing, ECT – eddy current testing, and TOFT – time-of-flight diffraction ultrasonic testing ； 3. A work safety permit issued by the construction administrative authority must be obtained ； (In some provinces and cities, where labor enterprises are no longer required to obtain safety permits, official documents from the relevant provincial authorities must be provided.) 4. Qualification requirements for the project leader: Possession of a valid certificate indicating successful completion of safety production assessments, and the person shall not serve as the project manager for any other ongoing construction projects. (It can be determined based on the project specialty and bidding category; once decided, evaluation must be carried out in accordance with this requirement. Performance requirements: Experience in non-destructive testing projects similar to those in chemical engineering, with at least 1 such project completed. 6. Reputation requirements: No adverse records in the past three years. Corporate credit: Not a person subject to dishonesty penalties; good credit history. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Has a management relationship with other bidders in this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Does this project accept consortia? All parties to the consortium must meet the respective conditions and requirements stipulated in Paragraph 3.1 of this Article, in accordance with their division of responsibilities as outlined in the agreement ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties to the consortium shall submit tender documents in their own name, nor shall they join other consortia to participate in the bidding process for this project.
