Additionally, they must not serve as the project manager for any other ongoing projects ； 3.5 The bidder shall have a good business reputation, not be under orders to suspend operations, have its assets frozen or seized, be in bankruptcy, and shall be in good financial condition ； No instances of bid fraud, serious breaches of contract, or major engineering quality and safety incidents in the past three years ； 3.6 No records of illegal or regulatory violations ； 3.7 Different entities that have the same person in charge of them, or that are in a holding or management relationship, shall not submit bids for the same bid section, nor for the same tender project that has not been divided into bid sections.
