Bid Conditions The transportation project of equipment used in the production of 60,000 tons of polyoxymethylene per year by Hebi Longyu New Materials Co., Ltd. has been approved by the authorities responsible for project approval and review. II. Project Overview and Scope of Bidding: Scale: Transportation of equipment from Kaifeng Longyu Chemical Co., Ltd. to the construction site of Hebi New Materials Co., Ltd. (including equipment lifting, reinforcement, etc.). The equipment mainly includes proprietary devices: 23 sets such as TOX/DOX zirconium-lined reaction units and kneaders. Service period: After the contract is signed, it will be determined based on the on-site construction progress of Party A (initially, transportation should be completed by the end of July; to avoid additional handling of the equipment, it is necessary to coordinate well with Party A’s installation team during transportation, and any delays shall be subject to Party A’s written notification). Delivery location: The designated location at the site of the Hebi Longyu New Materials Co., Ltd. project. Scope: This tender project is divided into 1 bid section, and this tender pertains to: (01) The transportation project for the equipment used in the production of 60,000 tons of polyoxymethylene per year by Hebi Longyu New Materials Co., Ltd. III. Qualification requirements for bidders: 1. Bidders must be general taxpayers with independent legal person status, legally registered within the People’s Republic of China, and must hold valid business licenses ； 2. Bidders must strictly comply with the laws and regulations of the People’s Republic of China in all bidding activities conducted within its territory ； 3. Bidders must hold a road transport business license (with the scope of operations including the transportation of large-scale items in Category 3 or above), and must have no fewer than 10 vehicles for transporting such items; these vehicles must meet emission standards of Level 5 or higher (proof of vehicle registration and other relevant documents are required). 4. The bidder is responsible for resolving all issues arising from transportation (including loading costs at the location of shipment, coordination with relevant parties during transport, insurance costs for vehicles and personnel, etc.), as well as bearing all associated expenses. Party B shall be liable for any losses resulting from inadequate coordination regarding transportation or from safety accidents or equipment damage that occur during transport (a commitment letter shall be provided; this does not apply in cases of force majeure as confirmed by Party A) ； 5. As of January 1, 2019, bidders must have three records of transporting large-scale items (the records shall be based on contracts and permits for oversized vehicles; copies of key pages from the contracts, including those related to large-scale items, are required). 6. It has a sound financial condition and good business reputation, is not under orders to cease operations or in bankruptcy, and its assets have not been restructured, taken over, or frozen ； 7. Not listed as a dishonest debtor on “Credit China (http://www.creditchina.gov.cn/)” (an online search screenshot shall be provided; if no information about the bidder can be found on this website, it is considered that the bidder is not listed as a dishonest debtor) ； 8.
