The total investment for the projects starting this time is 350 million yuan, with an annual planned investment of 130 million yuan; 200,000 square meters of land is intended to be used for these projects. The project will be constructed in three phases, with Phase 1 capable of processing 150,000 tons of coal tar per year ； The second phase of the project can process 300,000 tons of coal tar per year on a deep processing basis ； Phase 3 of the project can produce 50,000 tons of pigment-specialty carbon black. Xu Jilian, Deputy Secretary of the Qinyuan County Party Committee and County Head, demanded that the development zone should further clarify the direction and path for industrial development, make full use of the relevant support policies, and spare no effort to attract more high-tech projects as well as large-scale projects that can have a strong driving effect and contribute to long-term development. All levels and departments must raise their political awareness further, take the initiative to coordinate with one another, and make every effort to provide the highest quality and most convenient services for project construction. The project developer must, while ensuring construction safety and project quality, seize the optimal period for construction, organize work carefully, carry out construction in a scientific manner, and accelerate progress to ensure that the project is completed, put into operation, and begins to yield results as soon as possible. Shanxi Chensheng New Materials Technology Co., Ltd.’s project with an annual production capacity of 450,000 tons of coal tar refined products and 50,000 tons of specialty carbon black for pigments took only two and a half months from the initial discussions and contract signing to the selection of the site. Once the project is fully completed and put into operation, it will be able to generate an annual output value of 1.5 billion yuan, as well as profits and taxes amounting to 150 million yuan.
