Procurement Conditions The funding for China Wuhuan Engineering Co., Ltd.’s IGCC distributed energy carbon-neutrality application demonstration and ammonia synthesis green upgrade project has been secured, and the insertion-type electromagnetic flow meters required for this project meet the conditions for competitive negotiation procurement*. The purchaser is China Wuhuan Engineering Co., Ltd., and a public competitive negotiation procurement process is currently underway. 2. Project Overview and Procurement Details 2.1 Project Overview and Procurement Details (1). Lot/Package Number: * Lot/Package Name: Wuhuan Company – Hongyi Chemical IGCC and Ammonia Synthesis Upgrade Project – Insertion-type Electromagnetic Flow Meters. Procurement details and scope: 1 batch of insertion-type electromagnetic flow meters. 2.2 Delivery period: 3 months. 2.3 Delivery location: Project site. 2.4 Quality standards or key technical performance indicators for the goods: See technical specifications for details. 2.5 Other: None. 3. Qualification Requirements for Applicants 3.1 Qualification requirements for applicants: Qualified suppliers from China National Chemical Corporation, including registered suppliers. Qualified supplier for the general contract of Hongyi Chemical’s IGCC and ammonia synthesis upgrade project. 3.2 The applicant shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another applicant for this project. (2) There is a direct controlling relationship with other applicants of this project. (3) There is a management relationship with other applicants for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for applicant management, those who are prohibited from participating in procurement activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties to the consortium shall not submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
