Tendering Conditions: The IGCC distributed energy carbon neutrality application demonstration project and the green upgrade project for ammonia synthesis carried out by China Wuhuan Engineering Co., Ltd. have sufficient funding; the fire protection engineering required for the Wuhuan Company – Hongyi Chemical IGCC and Ammonia Synthesis Upgrade Project meets the conditions for tendering*. The tenderer is China Wuhuan Engineering Co., Ltd., and a public tender is now being conducted. 2. Project Overview and Bidding Details 2.1 Project Overview and Bidding Details (1). Lot/Package Number: 21136-PC73-016/01 Lot/Package Name: Wuhuan Company – Hongyi Chemical IGCC and Ammonia Synthesis Upgrade Project – Fire Protection Works – Lot 01 Bidding Content and Scope: (I) Construction Scope: 1. Entire plant fire protection system: All fire protection equipment shall be provided in accordance with the design requirements specified in the plant’s fire protection drawings; the equipment shall be positioned and arranged as required by those drawings to meet the design specifications. 2. Fire alarm system: The piping, wires, cables, optical fibers, etc. are laid out in accordance with the design documents for the fire alarm system; meanwhile, equipment such as fire alarm controllers, terminal boxes, module boxes, smoke detectors, heat detectors, manual alarm buttons, audio-visual alarms, speakers, safety barrier boxes, fire telephone extensions, and flame detectors are installed and calibrated. The contractor is responsible for integrating the fire alarm systems in locations such as the old two-ring factory, which are outside the scope of the work assigned by the employer, into the main system of the entire facility (the fire alarm system equipment must be compatible with the fire alarm system equipment located within the employer’s area of the facility). The cost associated with this task is already included in the quoted price, and no additional fee will be charged. The plant-wide fire alarm system, including the supply of materials and equipment listed in the drawings, construction and installation, system commissioning, and inspection. The design drawings have been completed; the contractor shall, in accordance with the requirements of these drawings and drawing on past experience, optimize them to enhance their level of automation, fire resistance, and usability. This work must be finished prior to the answers to questions raised during the bid evaluation process, with the associated costs borne by the contractor. 3. Foam fire extinguishing system: Install and debug the foam fire extinguishing devices, foam generators, pipe thread connections, etc., in accordance with the design documents for the foam fire extinguishing system, and add foam liquid as well. 4. The water fire protection system includes the installation of indoor fire hydrant boxes, indoor test fire hydrant boxes, above-ground fire hydrants, outdoor fire hydrant boxes, fire monitors, pump connectors, electric butterfly valves, deluge alarm valve assemblies, and control cabinet equipment, all of which are installed at all pre-allocated device interfaces. The contracting unit is responsible for the welding of the flanges at the interfaces with the equipment on the fire protection pipes (including tasks such as making openings in the floors for the pipes). 5. Other public water-based fire protection systems: The contractor is fully responsible for the entire fire protection project assigned to them by the client. The client has the right to inspect the construction quality and assumes supervisory responsibilities over the whole fire protection project, in order to ensure that it meets the requirements for fire safety approval. 6. Fire extinguishers: Place the fire extinguishers and fire extinguisher cabinets in their designated locations as per the design. 7. Electrical fire sealing and fireproof coatings: Improve the electrical fire sealing measures for the entire project and apply fireproof coatings to cables, so as to meet the requirements for fire safety inspections. To ensure that the fire protection system meets the requirements in terms of safety, environmental protection, cost-effectiveness, advancement, and ease of operation, all costs are included in the quote. (II) Scope of supply for equipment and materials: 1. All cables, optical fibers, brackets, cable trays, equipment, installation materials, etc., as specified in the design drawings of the plant’s fire alarm system, as well as those added to enable its proper functioning. The qualified supplier for the fire alarm system is: 1) Beijing Gulf Well Electronic Engineering Co., Ltd ； 2) Beijing Lida Huaxin Electronics Co., Ltd ； 3) Shouan Industrial Fire Protection Co., Ltd. If the contractor wishes to select other suppliers, it must obtain the employer’s written consent in advance. The fire alarm system equipment must be compatible with the fire alarm system equipment located outside the employer’s premises within the plant area. 2. The scope of supply for all dry powder and carbon dioxide fire extinguishers, etc., as required by the architectural drawings of various units in the plant, shall be determined in accordance with the design drawings and material lists provided by Party A. 3. Supply of water-based fire-fighting equipment for the entire plant. The scope of supply shall be in accordance with the list provided by Party A; it must not only meet the requirements of various standards and regulations but also those approved by the local fire department. 4. Requirements for the inspection of equipment and materials upon arrival: All materials and equipment provided by the contractor must meet the approval standards set by the local fire department. Before being brought on site, they must be submitted to the employer and the engineers from the supervision company for inspection; only after that can they be used in the construction work. Materials and equipment shall be sampled and sent for inspection in accordance with relevant regulations. 2.2 Planned construction period: 273 days. 2.3 Construction location: Yingcheng City, Hubei Province*. 2.4 Requirements for construction quality and safety: QHSE management objectives 1) HSE management objectives at the project site: A. Leading indicators: Index of unsafe behaviors: ≤ 5; Number of reported near-misses: ≥ 5 incidents; Number of reported first-aid treatment incidents: ≥ 5 people affected. B. Process indicators: Completion rate of project HSE inspection plans: ≥90%; Rate of rectification of HSE hazards identified in the project: 100%; Rate of timely rectification of major HSE hazards in the project: 100%; Rate of timely rectification of minor HSE hazards in the project: ≥95%. Note: Major HSE hazards in the project refer to those caused by major hazard sources or significant environmental factors in the project. C. Outcome indicators: Total recordable incident rate per million man-hours: ≤15; Lost worktime rate per million man-hours: ≤25; Injury accident rate per million man-hours of lost worktime: ≤3; Accident frequency per million man-hours: ≤2; Death accident frequency per million man-hours: 0; Accident death rate per million man-hours: 0. D. Company-level indicators: Number of major accidents resulting in direct economic losses of over 500,000 yuan: 0; Number of major accidents related to quality, environment, fires, or serious injuries and deaths: 0; Number of confirmed COVID-19 cases, occupational disease incidents, and occupational disease diagnoses: 0; Number of group food poisoning incidents: 0; Number of accidents resulting in direct economic losses of over 500,000 yuan: 0; Accident frequency per million man-hours: ≤2; Total recordable incident rate per million man-hours: ≤15; Percentage of project HSE measures costs in the total construction cost: ≥1.5%; Reporting rate of incidents involving injuries, deaths, fires, or equipment failures: 100%; Percentage of full-time safety management personnel holding valid certificates: 100%. Qualification requirements for bidders 3.1 Qualification requirements for bidders 1. Bidders must have an independent legal status ； 2. Qualification requirements for bidders: Grade 1 qualification for fire protection engineering construction, along with relevant experience in the coal chemical industry. 3.2 The bidder shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Accept Reject The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties to the consortium shall not submit tender documents on their own behalf, nor shall they participate in the bidding process for this project as part of another consortium.
