Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): The project involves the transformation of the flue gas denitration reagent in the 2×300MW coal-fired units at Chongqing Company’s Hengtai Power Plant, with urea being used as a substitute for ammonia; the specific technical requirements are detailed in the technical section. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification and Experience Requirements: [1] Qualification Requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid qualification certificate for general contracting of electrical engineering construction at level 1 or above, issued by the competent department in charge of housing and urban-rural development ； Or a design qualification certificate of Class A or above in the power industry (thermal power specialty) ； Or a qualification certificate of Class A or above for specialized design in environmental engineering (the scope of authorization for such a qualification certificate must include projects related to air pollution control). (3) (If the bidder is a construction unit), it must possess and provide a valid safety production license issued by the safety production supervision and management department. (4) (If the bidder is a construction unit), it must possess and provide valid certification certificates for quality, environment, and occupational health and safety management systems. 【2】Financial requirements: / 【3】Performance requirements: From June 2017 to the bid deadline (subject to the date of contract signing), the bidder must have at least 2 successful implementation experiences in EPC projects for ammonia production via urea hydrolysis for flue gas denitration in thermal power units with a capacity of 300MW or higher (including the construction of such systems for new units or renovation projects), and all such projects must have been in operation successfully for 1 year or more. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date the contract was signed, and the key information specified in the performance requirements ； The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up inspection records, or other documents that can prove that the subject matter of the contract has been in use for 1 year or more from the date of commissioning up to the deadline for submission of bids. 【4】Credit requirements: / 【5】Qualifications required for the project manager: (1) The bidder must provide a valid registered professional qualification in engineering construction or a senior professional technical title for the proposed project manager. (2) The project manager must have at least 2 years of experience as an EPC general contractor manager for projects of the same type (ammonia production systems using urea hydrolysis for flue gas denitration in thermal power units of 300MW and above). Bidders must provide documentation to prove such experience, which can be contracts, acceptance certificates, or customer acknowledgments – all of which must bear official seals. These documents must indicate the name of the project, the name of the project manager, the date of completion/commissioning, and the name of the company. 【6】Qualification requirements for the design leader: (Required if the bidder is a design firm) (1) The bidder must provide a valid registration certificate for professional qualifications in survey and design for the proposed design leader. (2) The design leader must have at least one experience as the EPC general contract design leader for a project of the same type (ammonia production system via urea hydrolysis for flue gas denitration in thermal power units of 300MW and above). Bidders must provide documentation to prove the design leader’s qualifications; this can be contracts, acceptance certificates, or user certifications and other stamped documents (which must include the name of the project, the name of the design leader, and the name of the company). 【7】Qualification requirements for the construction supervisor: (Required if the bidder is the construction contractor) (1) The bidder must provide a valid professional qualification certificate for a constructor of level 1 or higher (indicating the specific specialty), as well as a valid safety production assessment certificate (Category B). (2) The construction supervisor must have at least one experience as an EPC general contractor supervisor for projects of the same type (ammonia production systems using urea hydrolysis for flue gas denitration in thermal power units of 300MW and above). Bidders must provide documentation to prove the supervisor’s qualifications; this can be contracts, acceptance certificates, or user testimonials, all of which must be stamped and include the name of the project, the name of the construction supervisor, and the name of the company. 【8】Construction machinery and equipment: / 【9】Project management organization and personnel: (Required if the bidder is the construction unit.) The bidder must provide a valid safety production assessment certificate (Category C) for the proposed person in charge of safety. 【10】Requirements for purchased goods: / 【11】Other requirements: / Note: Qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 Joint bids are not accepted for this project. 4. Acquisition of tender documents *The purchase of tender documents starts on 2022-06-21 at 12:00:00, and the deadline for purchasing them is 2022-06-27 at 16:30:00. *The price per set of tender documents for each bid section (package) is 500.0 RMB for Bid Section (Package) 1; no refund will be provided after purchase. *5.
