Bidding Conditions The name of this bidding project is: Public Bid for Services Related to the Treatment of Concentrated Brine from Evaporation Ponds at Coal-to-Oil Company*. The bidder is the Ordos Coal-to-Oil Branch of China Shenhua Coal-to-Oil Chemical Co., Ltd., and the project owner is also the Ordos Coal-to-Oil Branch of China Shenhua Coal-to-Oil Chemical Co., Ltd. The funding for this project comes from internal resources. *This project meets the bidding requirements, and public bidding for domestic qualification review is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): (1) Project overview: Ordos Coal-to-Oil Branch is a wholly-owned subsidiary of China Shenhua Coal-to-Oil Chemical Co., Ltd., and is part of **Energy Investment Group Co., Ltd. It was established in 2008 and is located in Wulamulun Town, Yijinhuoluo Banner, Ordos City, Inner Mongolia Autonomous Region. The company operates the world’s first and only commercial plant of million-ton scale for direct coal liquefaction; it is one of the key projects under the 10th Five-Year Plan. This project enables the local, clean, and efficient conversion of coal resources, and it serves as an important model project for China in its efforts to promote the clean conversion of coal, address overcapacity in the coal industry, reduce emissions, and protect the ecological environment. The coal direct liquefaction project utilizes the Shenhua coal direct liquefaction process, which boasts complete independent intellectual property rights. Using coal as raw material, and with nanoscale catalysts developed jointly by Shenhua and the China Coal Research Institute, clean petroleum products are produced through high-temperature and high-pressure liquefaction reactions as well as processing steps for quality improvement, all under the action of a hydrogen-supplying solvent. The first production line is designed with an annual capacity of 1.08 million tons of oil products. The construction of the second and third lines will draw fully on the engineering and operational experience gained from the first line, addressing the bottlenecks remaining from its design and implementation phases, thereby increasing production capacity, leveraging scale effects, and promoting high-quality development. The company also operates a coal indirect liquefaction production line with an annual capacity of 180,000 tons, as well as Asia’s first full-scale demonstration facility for carbon dioxide capture and storage with an annual capacity of 100,000 tons. (2) Scope of bidding: This project is divided into two bid sections in total ; The high-salinity water from the evaporation ponds at the Environmental Protection, Storage, and Transportation Production Center of Ordos Coal-to-Oil Branch of the chemical company is to be transported, including handling and transportation, in sealed tank trucks to the winning bidder for harmless treatment and resource recovery. Approximately 50,000 tons of high-salinity water comes from the evaporation ponds in Phase 1, and around 50,000 tons from those in Phase 2. Reference values for high-salinity water in evaporation ponds: Colority: ≥1000 times; pH value: 6.4; potassium: 841 mg/L; sodium: 36,000 mg/L; calcium: 1,250 mg/L; magnesium: 1,970 mg/L; iron: 67.8 mg/L; chlorides: 9,600 mg/L; **salts: 122,000 mg/L; carbonates (as CaCO3): <2.0 mg/L; fluoride: 100 mg/L; phosphates (as P): 1.82 mg/L; **salt nitrogen: 1,600 mg/L; soluble silicon (as SiO2): 96.3 mg/L; total silicon (as SiO2): 126 mg/L; chemical oxygen demand (CODcr): 2,460 mg/L; conductivity: 247,638 μs/cm; total soluble solids: 152,600 mg/L; total hardness (as CaCO3): 4,500 mg/L; total nitrogen (as N): 3,210 mg/L; ammonia nitrogen (as N): 24,200 mg/L; suspended solids: 80,000 mg/L; petroleum substances: 2.6 mg/L; total organic carbon: 161,000 mg/L. The above indicators are provided for reference only; the actual values shall be based on the sampling and analysis data submitted by the bidders. After the issuance of the tender documents, bidders are encouraged to take samples on-site for analysis and testing in order to verify the feasibility of their proposed treatment methods. 2.2 Others: 1) Project service period: One year from the date of contract signing. 2) Project location: Ordos Coal-to-Oil Branch of China Shenhua Coal-to-Oil Chemical Co., Ltd., Wulamulun Town, Yijinhuoluo Banner, Ordos City, Inner Mongolia. 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. 【2】Financial requirements: / 【3】Performance requirements: From March 1, 2019, to the bid submission deadline (subject to the date of contract signing), the bidder must have experience in the harmless treatment and recycling of high-salt and high-oorganic-content wastewater in petrochemical (or coal chemical) industries. The bidder must provide scanned copies of contracts that demonstrate compliance with these performance requirements, along with corresponding customer verification documents; if the treatment equipment does not belong to the bidder, a document bearing the seal of the owner of the equipment (the entity responsible for its operation) is required. The scanned contracts must include at least the pages with the signatures of both parties, the date of contract signing, and information regarding the scope of services ; The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up records, or other materials that demonstrate proper performance of the contracted items. 【4】Credit requirements: / 【5】Qualification requirements for the project leader: / 【6】Requirements for other key personnel: / 【7】Equipment requirements: Bidders must possess industrial facilities for the treatment of high-salt and high-oorganics wastewater that are already built and in operation. If the bidder does not have such treatment facilities (and is instead an entity operating on a commission basis), they must provide an authorization document (or agreement) issued by the owner of the facilities, signed and stamped (the document must clearly state consent to the harmless recycling of the high-salt water from the tenderer’s evaporation ponds) ; The industrial treatment plants for high-salt and high-organic-content wastewater have a daily treatment capacity of ≥1000 tons; they must provide supporting documents (including a description of the plant’s designed treatment capacity, the exact location of the treatment facility, a list of the main equipment along with descriptions of it, and a commitment that this facility will serve as the designated site for waste disposal under this project). 【8】Other requirements: / Note: The qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 Joint bids are not accepted for this project. 4.
