Call for Tender for the Preparation of the Process Package and Basic Design for the Vinyl Acetate Unit in the Methanol-to-Olefins and Downstream Deep Processing Integrated Project of Guangxi Huayi Energy Chemical Co., Ltd. Project Overview 1.1 Project Name: Methanol-to-Olefins and Downstream Deep Processing Integrated Project 1.2 Project Owner: * 1.3 Location: Qinzhou Petrochemical Industrial Park, Guangxi Zhuang Autonomous Region 1.4 Funding Source: Corporate funds and bank loans 1.5 Project Scale: The Methanol-to-Olefins and Downstream Deep Processing Integrated Project (hereinafter referred to as “this project”) has been registered with the Qinzhou Development and Reform Commission (project code: 2203-450704-04-01-634533). It will be constructed and operated by Guangxi Huayi Energy Chemical Co., Ltd. (hereinafter referred to as “Guangxi Energy Chemical”). Project construction content and scale: This project comprises 4 main units, including a 1 million tons per year methanol-to-olefins plant, a 300,000 tons per year vinyl acetate plant, a 250,000 tons per year tubular EVA plant, and a 100,000 tons per year batch EVA plant, along with supporting auxiliary facilities. It covers an area of about 52.4 hectares and has a capacity of 380 people. The total investment for the project is 11.8 billion yuan. 2 Scope of the tender and tender requirements 2.1 Scope of the tender: Technical licensing for the vinyl acetate plant and preparation of the process package, supply of patented and proprietary equipment for vinyl acetate production (if any), supply of proprietary catalysts (with precious metals to be provided by the tenderer), as well as the basic design of the vinyl acetate plant and related technical services. The vinyl acetate plant includes units such as the vinyl acetate plant (including the intermediate tank area), Area Substation 1, and Area Cabinet Room 1. The scope of basic design work and related technical services covers an area 1 meter outside the red line boundaries of the overall layout of the equipment in this bid section (see Annex 9, Chapter 4, “Overall Project Layout Plan”). The scope of electrical, instrumentation, and telecommunications design covers the upper mounting points of the distribution cabinets in the power distribution room and those of the control cabinets in the on-site cabinet rooms. (1) Technical licensing for the vinyl acetate plant, preparation of process packages and technical services, supply of patented proprietary equipment (if any), and supply of proprietary catalysts (to be provided by the tenderer for precious metals). The plant’s production capacity should reach 300,000 tons per year of vinyl acetate, with an operating hours figure of 8,000 hours per year. (2) Foundation design for the vinyl acetate plant; the capacity of this plant is required to be 300,000 tons per year of vinyl acetate, with an operating hours figure of 8,000 hours per year. 2.2 Job Responsibilities 2.2.1 Responsible for assisting the overall design team in implementing the tenderer’s design guidelines, managing the design interfaces, participating in coordination meetings, and ensuring the consistency and timeliness of the design interface conditions. Assist the General Institute in preparing the overall project documents and conducting the overall economic and technical evaluation of the project. Responsible for assisting the overall institute in preparing the comprehensive documents for the plant-wide foundation design within the scope of this project. 2.2.2 Complete the technical licensing, preparation of process packages and technical services within the scope of this project’s bidding, as well as the supply of patented proprietary equipment and proprietary catalysts. 2.2.3 Complete the preparation of the basic design, Hazop analysis, and SIL classification analysis within the scope of this project’s bidding requirements (including the preparation of cost estimates, specialized designs for safety facilities, occupational health protection measures, environmental protection measures, fire protection systems; if necessary, energy-saving measures, lightning protection measures, and seismic resistance measures should also be included) ; Preparation of documents required for the technical bidding of relevant complete units within the scope of this basic design work ; Preparation of the technical documents for the procurement of long-cycle equipment, complete sets of equipment, and custom-made equipment that the tenderer purchases in the preliminary design phase; preparation of the bill of quantities for the umbrella agreement equipment and materials purchased by the tenderer during the preliminary design stage ; After the foundation design is completed, responses are provided and explanations given regarding issues related to the subsequent EPC general contracting bidding; the foundation design details are conveyed to the future EPC general contractor, and responses and explanations are offered to address any questions they have regarding the foundation design documents. And provide relevant design technical services. For detailed scope of work and contents, please refer to Annexes 1-4 in Chapter 4 “Contract Terms and Format”. 3 Tender Requirements 3.1 Planned Duration 3.1.1 The design period for preparing the vinyl acetate process package must meet the requirements for preparing the basic design documents. 3.1.2 The delivery of patented proprietary equipment and proprietary catalysts meets the project timeline requirements. 3.1.3 The foundation design for the vinyl acetate plant (including the process package) shall be completed within 180 days after the contract is signed. 3.1.4 The technical documents required for procurement and the construction drawings used for bidding shall be provided in a timely manner as required by the bidder. 3.2 Quality Standards 3.2.1 General Quality Standards (1) The engineering design shall comply with relevant **laws, regulations, rules, as well as industry and local standards and specifications applicable to project construction ; (2) After completion, the project will be able to operate safely, environmentally sustainably, energy-efficiently, stably, over a long period of time, at full capacity, and with excellent performance. 3.2.2 Quality standards for foundation design (1) Foundation design and overall design shall be prepared in accordance with the China Petrochemical Corporation’s \"Regulations on the Design Requirements for Foundations of Petrochemical Plants\" and \"Regulations on the Design Requirements for Foundations of Petrochemical Units\" (the latest versions shall apply). The preliminary cost estimate shall be prepared in line with the \"Methods for Preparing Preliminary Cost Estimates for Chemical Plant Construction\", and sections on \"techno-economics\" and \"smart factories\" shall be added in accordance with the \"Requirements regarding the Depth of Content in Preliminary Design Documents for Chemical Plants\". At the same time, the basic design documents shall meet the tenderer’s supplementary requirements regarding the depth of the basic design. (2) The content and depth of the dedicated design section comply with relevant regulations and standard requirements ; (3) The basic design documents meet the procurement requirements for long-cycle equipment, complete sets of equipment, oversized or custom-made equipment manufactured in workshops or on-site, as well as equipment and materials under umbrella agreements; they can serve as a basis for subsequent EPC general contract bidding and detailed engineering design. (4) Relevant standards and regulations for the design, manufacturing, and acceptance of patented proprietary equipment; the provided patented proprietary equipment should be safe, reliable, cost-effective, and comply with the requirements of the tenderer’s smart factory. 4 Qualification review method: Post-qualification review. 5 Bidder Qualification Requirements 5.1 Qualification Requirements 5.1.1 An enterprise or organization registered within the People’s Republic of China and possessing independent legal person status, with the ability to enter into contracts independently and to fulfill such contracts. 5.1.2 The entity responsible for the basic design is required to possess **engineering design qualifications of Grade A or higher in the chemical, petrochemical, and pharmaceutical industries, as issued by the competent construction administration authority. 5.1.3 Possess valid certification certificates for quality management, environmental management, and occupational health and safety management systems. 5.2 Financial Requirements: Provide copies of the financial audit reports issued by accounting firms for the past 3 years (2019–2021). These audit reports should include the financial statements provided by the company, which consist of the balance sheet, income statement and statement of profit distribution, cash flow statement, and notes to the financial statements. The audit report shall be stamped with the official seal of the accounting firm and the special practice seal of the certified public accountant. It has a sound financial accounting management system, is in good financial condition, is not under orders to cease operations or is bankrupt, and its assets have not been restructured, taken over, or frozen. 5.3 Performance Requirements: Basic design performance requirement: Experience in preparing process packages for vinyl acetate plants using the ethylene method over the past 10 years (2012 to the present). Over the past 10 years (2012–present), experience has been gained in the basic design of vinyl acetate plants using the ethylene process. Performance of the bidder or its affiliated companies in supplying catalysts for vinyl acetate plants using the ethylene process over the past 5 years (2017–present). 5.4 Credit Requirements: Bidders must have a good credit rating; they must not have had their business licenses revoked, nor must they possess any certificates related to qualifications (licenses, certifications) that have been revoked (cancelled, terminated, or taken away). They must not be listed on the list of enterprises with serious violations of laws and integrity issues and still under the period of punishment, nor may they have any other conditions that could affect their ability to bid and fulfill contracts ; The bidder has had no engineering design accidents or other adverse records in the past 3 years, and possesses the capability to fulfill contracts successfully. Bidders, legal representatives, and project leaders must have no record of bribery-related criminal offenses in the past 5 years. 5.5 Qualification requirements for the project leader (project manager): The candidate must hold a senior engineer title in the engineering field or a registered professional qualification in engineering design. They should also have experience in basic design, construction drawing design, or as a project leader for EPC turnkey projects of similar types, and must be an employee of the organization. 5.6 Other requirements: The persons in charge of the specialties such as process, equipment, piping, instrumentation, electrical systems, general layout, architecture, structure, water supply and drainage, and cost estimation, who are to be dispatched, are key personnel and must be current employees of the organization. 5.7 Joint bids are accepted for this tender project. 6 Acquisition of Tender Documents 6.1 Bidders are requested to obtain the tender documents from June 25, 2022, to June 29, 2022, from 9:00 a.m. to 12:00 p.m. and from 2:00 p.m. to 5:00 p.m. daily (Beijing time, the same below)*.
