Project Overview and Scope of Bidding 2.1 Location of construction: Dolun County, Xilin Gol League, Inner Mongolia Autonomous Region 2.2 Scale of construction: The 460,000-ton per year coal-based olefins production project of Datang Inner Mongolia Dolun Coal Chemical Company is part of Sino-Singapore Energy Chemical Technology Co., Ltd. This project utilizes lignite from the Shengli coal field in Xilinhot, Inner Mongolia, as raw material and fuel to produce 460,000 tons per year of polypropylene, along with by-products such as LPG, gasoline, and sulfur. 2.3 Material name: Purification unit fine desulfurizer. 2.4 Tender number: (Please log in) 2.5 Quantity: Precise desulfurization agent: 120 m3. 2.6 Technical specifications: Specific requirements are detailed in Section 5, Technical Details. 2.7 Delivery location: The site of the plant operated by Datang Inner Mongolia Dolun Coal Chemical Co., Ltd.; specific requirements are detailed in Section 5, Technical Details. 2.8 Delivery period: Delivery to the plant site of Datang Inner Mongolia Dolun Coal Chemical Co., Ltd. within 30 days after the contract is signed. 3. Qualifications and other requirements: Bidders must have the ability to fulfill the contract successfully and meet the following qualification and experience requirements. 3.1 It must possess the status of an independent legal entity under the People’s Republic of China, and have the right to enter into contracts independently, as well as the capability to meet the requirements outlined in the tender, to produce the goods specified in the tender (or to have the qualifications of agents or distributors for such production), and to handle sales and services ； The business license, tax registration certificate, and organization code certificate are valid. 3.2 The bidder shall be a general VAT taxpayer. 3.3 Producers, agents, or distributors are permitted to bid in this tender. 3.4 Bidders shall meet the following qualification requirements: Performance requirements: Bidders must possess the qualifications and capabilities to produce or supply advanced desulfurization agents, and be able to provide such agents that meet the owner’s requirements; foreign manufacturers of advanced desulfurization agents must supply products originating from their home country. Furthermore, the advanced desulfurization agent provided by the bidder must be capable of operating at temperatures below 30°C, and it must have a track record of stable operation in one of the chemical processing units such as syngas-to-methanol, syngas-to-ammonia, natural gas-to-hydrogen, coal-to-hydrogen, or coal-to-oil for one year or more. Bidders must provide scanned copies of the supply contracts related to the products being bid for. Bidders must ensure the accuracy of the information provided; if false materials are discovered, their bidding eligibility will be revoked. 3.5 Units whose responsible persons are the same, or those that have a controlling or managerial relationship with each other, shall not bid for the same project; otherwise, all such bids will be invalid. 3.6 Joint bids are not accepted for this tender. 3.7 Rejection criteria include the following situations regarding suppliers: 3.7.1 Those that have been included in the **Ministry of Emergency Management’s list of entities subject to joint disciplinary actions for violations in work safety (the query website is: https://www.mem.gov.cn/fw/cxfw/xycx/)** over the past three years, and whose listing period expires after the bid submission deadline. 3.7.2 Those listed on the Credit China website (search address: https://www.creditchina.gov.cn/) as entities with serious credit violations, and whose listing period expires after the bid deadline. 3.7.3 In accordance with the group company’s regulations regarding supplier management, it is necessary to suspend awarding contracts or revoke the eligibility to participate in procurement activities within the specified scope, provided that the expiration date is after the bid deadline. For the winning bid candidates/winner, rechecks will be conducted at key stages such as procurement evaluation, announcement of the winning bid, and contract signing; if any of the circumstances specified in the above bid-rejection clauses are found, the bid will not be awarded or no contract will be signed.
