Bidding Conditions (Please log in) The conditions for bidding on this project are met, and now an open domestic bidding process for qualification assessment is being carried out for this project. 2. Project Overview and Scope of Bidding 2.1 Project Overview, Scope of Bidding, and Division into Bids/Packages: This project is divided into one bid package. The coal-to-oil company currently has five production centers, among which the facilities in the coal liquefaction production center, the coal gasification production center, and the reforming unit in the indirect coal liquefaction production center are key installations. The industrial control systems used include DCS, SIS, ITCC, SCADA, etc. DCS systems use products from Honeywell, Hollyland, and Zhejiang Zhongkong; SIS and ITCC systems employ Tricon products, while SCADA systems make use of Schneider products. (1) Scope of the bidding: In accordance with the requirements outlined in Volume 7 of the \"Petrochemical Equipment Maintenance and Repair Procedures\" regarding instrumentation, as well as the design, installation, and service manuals for hardware and software such as Honeywell PKS, Hollyland DCS, Schneider SCADA, and Tricon, this project involves carrying out inspections of the control systems in the coal liquefaction production center, coal gasification production center, and indirect coal liquefaction production center, as well as addressing any defects that may exist. (2) List of system inspection scope. See Chapter 5, Client Requirements. (3) Job responsibilities: Prepare detailed implementation plans for the inspection of various systems ； Software and hardware inspection, maintenance ； System power-on/off confirmation ； System dust removal ； Power supply system inspection ； Grounding system inspection ； Network check ； Functional testing ； I/O circuit testing ； Inspection of various devices such as buttons, switches, indicator lights, terminal blocks, fuses, etc ； System fault diagnosis and troubleshooting services ； System alarm handling ； System environment check ； Inspection of on-site spare parts ； Based on the results of on-site maintenance services, a performance assessment and summary of the system are conducted to evaluate its operational health, and recommendations for future maintenance and optimization are provided, resulting in a system inspection report. The tools and consumables required for this inspection service (such as insulating tape, labels, markings, etc.) shall be provided by the bidder ； If other hardware needs to be replaced, it shall be provided by the tenderer, with the bidder responsible for the replacement. 2.2 Others: 1) Project location: Majiata Coal-to-Oil Plant area, Yijinholuo Banner, Ordos City, Inner Mongolia. 2) Service period: From the date of signing the contract until all inspection services are completed and accepted as satisfactory. The inspection period is 15 days (the exact timeframe shall be determined based on Party A’s scheduled major maintenance shutdown; if it is not possible to complete all inspection services during this period, both parties shall negotiate and determine subsequent service dates until all services are fully carried out). 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) Bidders must be legally registered independent legal entities or other organizations, and must provide valid supporting documents. (2) Bidders shall possess valid certificates issued by the China Special Equipment Inspection and Research Institute for the specialized qualifications in inspection, maintenance, and repair of E2-control systems, as well as for the specialized qualifications in routine inspections of E3-control systems, and shall provide scanned copies of these certificates. 【2】Financial requirements: / 【3】Performance requirements: From April 2017 to the deadline for bidding (subject to the date of contract signing), bidders must have at least 2 completed contracts related to the inspection of Honeywell DCS systems. Bidders must provide scanned copies of contracts that demonstrate compliance with these performance requirements, along with corresponding customer verification documents; the scanned contracts must include at least the pages with the signatures of both parties involved in the contract, the date of signing, and information regarding the scope of services ； The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up records, or other documents that can prove that the obligations under the contract have been fulfilled. 【4】Credit requirements: / 【5】Qualification requirements for the project leader: / 【6】Requirements for other key personnel: / 【7】Equipment requirements: / 【8】Other requirements: / Note: Qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 Joint bids are not accepted for this project. 4. The starting time for purchasing the tender documents is 2022-06-29 08:30:00, and the deadline for purchasing them is 2022-07-04 16:30:00. *The price for each set of tender documents is RMB 500.0 per package/bid section for Package/Bid Section 1. No refunds will be given after purchase. The deposit for technical documents for Lot 1 is 0.0 yuan; it will be refunded upon the return of the technical documents (without interest).
