Qualification requirements for bidders 3.1 Bidders must possess independent legal person status, provide a valid business license, and hold a first-class qualification for anti-corrosion and insulation as issued by the relevant authorities ； 3.2 The bidder shall have a good commercial reputation, and shall not be under suspension of operations or in bankruptcy, with its assets not seized or frozen ； 3.3 Financial requirements: The bidder must have a good financial performance; financial audit reports for the past three years (2019–2021) are required. If the company has been established for less than three years, audit reports for the available years must be provided; if it has been established for less than one year, financial statements since its establishment are required ； 3.4 The bidder has not engaged in bid-rigging activities within the past three years (as determined based on the deadline for bid submission), nor has it been subject to administrative penalties by relevant regulatory authorities that would prohibit it from bidding; there have been no serious breaches of contract, nor any major quality or safety incidents ； It shall not be included in the list of enterprises with serious violations of laws and dishonesty on the **Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn/)** (blacklist) ； It shall not be included on the list of entities deemed dishonest on Credit China (http://www.creditchina.gov.cn/), nor on the list of parties involved in serious tax violation cases, or in the register of enterprises with abnormal operations ； They shall not be included on the list of dishonest defendants on the China Court Enforcement Information Publicity Website (http://zxgk.court.gov.cn/); such defendants include bidders, legal representatives, or authorized representatives ； There must be no record of bribery-related crimes on the China Judgments Online website (http://wenshu.court.gov.cn/); the persons subject to such records include bidders, legal representatives, or authorized representatives ； 3.5 Units whose responsible persons are the same, or those that have a controlling or managerial relationship with one another, shall not bid for the same bid section or for the same tender project without any division into bid sections; otherwise, their bids will be deemed invalid ； 3.6 The bidder must have three records of performing projects involving the expansion of pumice with a density of 60,000 N/m3 or higher, from January 1, 2019, up to the date of contract signing ； (A copy of the contract must be provided; the contract and its attachments should include the title page, signature page, as well as key information such as the specifications and models of the products to be supplied, and the quantities.) ； 3.7 Agents and consortia are not permitted to submit bids for this project. IV. Qualification Review Method: For this tender, a post-qualification review method is employed to assess the qualifications of bidders.
