The Liaoning Datang International Fuxin Coal-to-Natural Gas Project is located in the coal chemical industry park in Xinqiu District, Fuxin City; it represents the largest single-investment project in Fuxin’s history. The project is planned to be implemented in three phases, with an annual production of 4 billion cubic meters of coal-based natural gas in total across all phases, and 1.33 billion cubic meters per phase. The project will not only produce natural gas but also generate by-products such as tar, crude phenol, sulfur, and ammonium sulfate, alongside the construction of a 334-kilometer-long gas transmission pipeline. This major energy project was approved by the **Development and Reform Commission in March 2010, and construction officially began in July 2011. However, in the second half of 2013, the project was put on hold or its construction slowed down due to issues such as coal supply, railways, the market, and technology, and construction was officially halted in 2014. As of August 2022, the project had seen an investment of 21.986 billion yuan; one production line has been built, enabling an annual production capacity of 1.33 billion standard cubic meters of coal-based natural gas. It is worth noting that since the beginning of this year, Datang’s coal-to-gas industry has seen rapid development and numerous breakthroughs. In May, the China Petroleum and Chemical Industry Federation conducted an evaluation of the technological achievements related to the innovative development and industrial demonstration of low-rank coal-to-natural gas technologies by China Datang. It was determined that these achievements were highly innovative and overall reached an internationally leading level. At the end of July, the coal-to-natural gas project in Keqi, Inner Mongolia, achieved a breakthrough in its operations; the gasifier, which is one of the key units in this facility, set a new record for the longest continuous and stable operating period of its kind in the industry. These technological breakthroughs provided strong support for the restart of the Fuxin project.
