At 2 a.m. on November 17, 2025, exciting news came in from the dispatch and control center of Lu’an Chemical Group’s Coal-Based Clean Energy Company: the company’s annual oil production reached 1.0288 million tons, a achievement that was achieved more than 40 days earlier than in 2024. This is the result of the concerted efforts of all employees at Coal-Based Clean Energy Company in implementing a culture of cost analysis guided by lean thinking, on a systematic and structured basis, as part of their pursuit of high-quality development; it represents an outstanding achievement in fulfilling the goals set out in the 14th Five-Year Plan. As a model project for the transformation and comprehensive reform in Shanxi Province, Coal-Based Clean Energy Company is a key enterprise in Lu’an Chemical’s coal-to-oil industry chain. Since the beginning of this year, with a proactive and enthusiastic attitude, the company has embarked on a new journey of \"improving quality and forging ahead,\" building on the breakthroughs achieved in 2024 under the theme of \"strengthening foundations and making progress.\" As is well known, coal is the foundation of the coal chemical industry, and stable coal quality is essential for coal chemical production. “We strictly control every aspect, including coal control, raw material control, and flux mixing, using the coal blending curve as a guide to ensure that the coal fed into the furnace meets the required standards. ”Yang Wensheng, Secretary of the Party Branch and Manager of the Solid Storage and Transportation Plant at Coal-Based Clean Energy Company, explained. As the first step in the transformation from \"coal\" to \"oil\", the solid storage and transportation facility strictly controls the \"entry point,\" coordinating daily with procurement and transportation teams to ensure precise oversight of the ash content, quality, and delivery timing of the coal received ; Designate dedicated personnel to handle the mixing of fluxes, thereby raising the success rate of flux preparation from 60%-70% to 100%. To address the problems of heavy workload and unstable quality in manual coal blending, they carried out interlock modifications to the coal blending system. Now, by using the coal blending curves on computers, it is possible to precisely control the quality of the blended coal; moreover, if any significant fluctuations occur, the system can make timely adjustments, thereby helping to avoid production risks. With qualified \"raw materials,\" the proper operation of the equipment becomes an essential guarantee for the continuous production of the system. As the comprehensive management department for the company’s equipment, the Mechanical Department is responsible for the operation management and maintenance of tens of thousands of pieces of equipment of various sizes across the entire plant. Focusing on the operational efficiency and stability of the equipment, they started by working on improving and upgrading the equipment, and by continuously optimizing its basic management as well as scheduling maintenance and upgrades in a strategic manner, thereby saving as much valuable time as possible for production. Taking the modification of the gasifier burner cover as an example, the operational time on its own after the modification increased significantly to 252 days ; After the modification, the P002B pump in the base oil unit has also achieved continuous and stable operation. To date, the company’s equipment integrity rate has exceeded 99.5%, laying a solid foundation for high and stable production. Guo Xiaodong, deputy head of the Mechanical Department, said that in the next step they will also strive to meet the industry’s advanced standards, further extend the operational lifespan of the equipment, and improve its overall efficiency. Building on the solid foundation laid in raw material preparation and equipment-related work, the Production Technology Department of the coal-based clean energy company continues to optimize its processes to achieve stable, efficient, and high-quality operations. By taking the \"Three Basics\" management improvement initiative as a driving force, we focus on the three core areas of scheduling, process control, and technology to make targeted efforts; we continuously optimize the management system and execution processes, implement a responsibility assignment system, and conduct daily joint inspections in areas such as processes, equipment, and electrical systems. Since the beginning of this year, the interlock operation rate has reached 100%, while the process alarm rate has dropped to 0.75%. The operating time of gasifiers G1, G2, and G3 has all surpassed previous best records; in particular, G1 achieved Class A operation for 252 days. In addition, Coal-Based Clean Energy Company also focuses on technological innovation, carrying out optimization projects for the air cooling of Fischer-Tropsch oil and gas units, APC+RTO projects for Fischer-Tropsch synthesis, and APC projects for oil processing. Yang Long, deputy head of the Production Technology Department, explained that merely through the APC upgrade at the FTO synthesis plant, the daily oil production increased by about 35 tons compared to before. When all four furnaces are operating at full capacity, the daily oil output can remain above 3,400 tons, setting the best record since the project was put into operation. The production facility operates under the principle of \"stable, continuous, high-quality production,\" with various indicators consistently reaching new levels, which in turn leads to an increase in output. On November 8, production exceeded 1 million tons, and by November 17, the total production for this year had surpassed that of the entire previous year. Li Huipeng, General Manager of Coal-Based Clean Energy Company, said, “The early achievement of a production volume of one million tons is the result of technological innovation and management improvements, as well as the hard work of all employees.” Next, the coal-based clean energy company will continue to deepen technological innovation and expand its industrial chain, striving to increase the conversion rate of coal resources and the added value of its products. This will help promote the high-quality development of the group’s coal-to-oil industry chain, contribute to ensuring energy security, and provide greater impetus for achieving the ‘dual carbon’ goals. ”
