According to reports from the Northern Shaanxi Energy and Chemical Industry Base, the much-anticipated Hengli (Yulin) coal chemical integration industrial base project will start construction this December. The preliminary preparation work for the project is progressing smoothly. At present, the formal feasibility study report for the project has been completed; over 800 long-life equipment units for the main installations have been identified, and all preparations for tasks such as design and manufacturing have been made. The project covers an area of approximately 32,000 mu, with a total planned investment of 135 billion yuan. It will involve the construction of two industrial parks: the Hengli (Yulin) Coal Chemical Industry Park and the Hengli (Yulin) Textile New Materials Industry Park. The facilities included will cover the production of olefins and aromatics from coal, as well as the processing of fine chemicals, PTA, polyester, chemical fibers, and textile new materials, thereby achieving deep integration across the entire value chain and realizing a full-chain development model that goes from coal to fabric. On January 19, 2020, ** in Shaanxi Province signed a strategic cooperation framework agreement with Hengli Group. On June 12, the People’s ** of Yulin City and the Management Committee of Yushen Industrial Zone signed an investment cooperation agreement with Hengli Group, marking the official launch of the project. Under the agreement, as the seventh production base established by Hengli Group, the Hengli (Yulin) Coal-Chemical Integration Industrial Base is planned to have a total investment of 135 billion yuan. It will focus on the development of the Hengli (Yulin) Coal Chemical Industry Park and the Hengli (Yulin) Textile New Materials Industry Park. For the first time in this industry, it will achieve a deep integration of processes ranging from coal to olefins and aromatics, all the way to fine chemicals, PTA, polyester, chemical fibers, and textile new materials processing. This will accelerate the transformation of northern Shaanxi into a high-end energy and chemical industry hub, helping Hengli Group to develop a new industrial model that covers the entire value chain, from coal to fabric. Since the signing of the cooperation agreement, the Yushen Industrial Zone in Yulin City has coordinated with relevant departments at the provincial and municipal levels in Shaanxi Province to handle the procedures necessary for the project’s commencement. At present, efforts have been made to arrange for land acquisition for the project as well as the preliminary work related to ensuring access to utilities and preparing the site, with the goal of creating the conditions for starting the project as soon as possible. It is reported that under the integrated project, the textile new materials industrial park is scheduled to start construction in December, while the coal chemical industrial park is expected to receive approval for the first batch of land needed for construction this November; ground preparation will begin thereafter, and construction will start in June 2021. The entire project is projected to reach full operational capacity by 2024. Efforts will be focused on promoting the expansion of coal chemical industry into downstream value-added industrial chains. Focusing on key industrial areas such as the differentiated utilization of coal, coal-to-methanol-olefins and related downstream products, coal-to-aromatics-ethylene glycol-polyesters, coal-to-oil, coal-to-natural gas, and coal-based high-end chemicals, a range of projects aimed at strengthening and extending these industrial chains have been identified.
