Review of the Feasibility Study Report for Lu’an Xinjiang Coal Chemical’s 10 million tons per year project for clean, efficient, and comprehensive utilization of low-grade coal through classification and quality differentiation

Recently, the review meeting for the feasibility study report on the 10-million-ton-per-year project for the clean, efficient, and diversified utilization of low-grade coal at Phase 1 of the Shalhu No. 2 open-pit coal mine operated by Lu’an Xinjiang Coal Chemical (Group) Co., Ltd. (abbreviated as Lu Xin Company), was successfully held at the Review Center of the Xinjiang Uyghur Autonomous Region government. The evaluation expert group, Luxin Company, the Development and Reform Commission of Turpan City, as well as the Industrial Park, Development and Reform Commission, Ecology and Environment Bureau, Water Resources Bureau, and Natural Resources Bureau of Shanshan County, along with Sai Ding Engineering Co., Ltd., the entity responsible for preparing the project feasibility study, participated in this evaluation. The members of the expert group listened carefully to the presentation on the feasibility study plan for the project, given by the person in charge of Saiding Engineering Co., Ltd., the agency responsible for preparing the project feasibility study. The experts evaluated various aspects of the plan, including the scale of construction, process technology, and supporting facilities, and offered suggestions for improvement in areas such as policy and planning coordination, pathways for value-added utilization, reliability of raw material supply, verification of key technologies, corrosion caused by high-chlorine coal, and combined heat and power generation. Mu Jun, the chief engineer of Luxin Company, said that the company will carefully consider the opinions of the expert group, and Saiding Engineering Co., Ltd. will promptly revise and improve the feasibility study report. At the same time, Luxin Company will take this evaluation as a new starting point, making full use of the technical advantages and management experience inherent in state-owned enterprises to transform the Shalhu No. 2 open-pit coal mine into a model mine that integrates intelligent mining, green mining, and intrinsic safety. Meanwhile, it will develop the 10-million-ton-per-year low-grade coal upgrading project into a modern coal chemical complex that is technologically advanced, energy-efficient, and driven by digital technologies. Project Overview: The 10 million tons per year project for the clean, efficient, and comprehensive utilization of low-grade coal through sorting and quality differentiation by Luoxin Shalihu Coal Industry Company is located in the Shanshan Chemical Industry Park in QikeTai Town, Shanshan County. It serves as a downstream processing facility associated with the Shalihu open-pit coal mine project operated by this company. The project is situated right next to the Shalihu mining area, with a total investment of approximately 16.022 billion yuan. The project is planned to be constructed in phases: Phase 1 will include a project for upgrading low-grade coal with an annual capacity of 10 million tons, as well as a coal gas power generation plant with a capacity of 400 MW; Phase 2 will feature a project for producing methanol from upgraded coal at an annual capacity of 1.2 million tons; and Phase 3 will involve a project for producing dimethyl ether at an annual capacity of 600,000 tons. The associated coal resources – the Shalihu Open-pit Coal Mine project is located about 95 kilometers southeast of Shanshan County in Turpan City, and 80 kilometers southeast of QikeTai Town. The planned production capacity is 20 million tons per year (as approved in the environmental impact assessment in 2021). The area covered by the mine site is 27.82 square kilometers, with identified coal reserves of 1.84 billion tons. The hydrogeological conditions at this site are simple; there are no faults, and the inclination angles are low. There are 7 coal seams that can be mined, with an average total thickness of 65.12 meters. These are shallowly buried, thick coal seams. The coal quality features low ash content, very low to low sulfur levels, very low phosphorus content, moderate calorific value, and it contains oil – making it an excellent source of coal for use in power generation and the chemical industry.
