By 2030, the installed capacity of green electricity is expected to reach 70 million kilowatts, while the production capacity of green hydrogen is likely to reach 1 million tons. The production capacity of green ammonia and green alcohol is set to reach 6 million tons. Jilin is rich in natural resources for energy generation; its potential for development amounts to 400 million kilowatts. The region boasts sufficient land available for the construction of wind and solar power plants, abundant surface water resources, high-quality biomass as a source of green carbon. It also features convenient transportation, a complete industrial chain, and a wide range of application opportunities, giving it unique advantages for development. “‘The green hydrogen+ industry is the biggest driver of revitalization and development, as well as a key breakthrough for future industries. ”Hu Yuting, Deputy Secretary of the Jilin Provincial Party Committee and Governor, said that Jilin will make every effort to develop itself into a hub for the green energy industry in three key areas. First, make vigorous efforts to promote the rapid development of \"green electricity\". Use “green electricity” as the “strategic foundation” for industrial development, leveraging electricity to drive production and utilizing green energy to produce more green energy. “During the 14th Five-Year Plan period, Jilin took the lead in implementing the “direct connection of green electricity + local consumption” model. The newly added installed capacity of wind and solar power was twice the total installed capacity over the previous years. “During the 15th Five-Year Plan period, Jilin will advance the development of the \"source-grid-load-storage\" infrastructure in an integrated manner, expand applications in various scenarios, and strengthen policy support in areas such as direct connection of green electricity, trading of green electricity, green certification, and provision of necessary resources. Approximately 10 million kilowatts of new green electricity capacity will be added each year, with the total capacity reaching 70 million kilowatts by 2030. Second, make vigorous efforts to promote the advancement of the “green hydrogen+” industry. “\"Green hydrogen, ammonia, and alcohol,\" as \"strategic energy\" and \"new oil,\" represent important scenarios for the on-site conversion and utilization of \"green electricity.\" Last year, landmark projects such as Guodian Tuodaan, Shanghai Electric Taonan, and China Energy Engineering Songyuan were completed and put into operation. The production capacity for green hydrogen and green hydroammonia alcohols accounts for about half of the national total, placing these regions at the forefront of the country in this field. “During the 15th Five-Year Plan period, Jilin will make vigorous efforts to promote the coordinated development of the entire hydrogen value chain, including production, storage, transportation, and utilization. It will explore models for unified procurement and sales in order to reduce the costs associated with hydrogen production. Solid-state hydrogen storage stations will be established, and new application areas such as hydrogen-powered vehicles, peak-shaving power plants, and hydrogen-based metallurgy will be developed, with pilot projects for the comprehensive use of hydrogen being set up. By 2030, the production capacity of green hydrogen is expected to reach 1 million tons, while that of green ammonia and green alcohols is set to reach 6 million tons, thereby creating the world’s largest \"supply base for green liquid fuels\". Third, build “zero-carbon parks” to high standards. Use zero-carbon parks as a \"strategic fulcrum\" for the green energy industry to create a \"comprehensive hub\". The three **-grade zero-carbon parks in Songyuan, Liaoyuan, and Siping, along with a number of provincial-level zero-carbon parks such as those in Baicheng, will all be completed during the 15th Five-Year Plan period. Jilin will make vigorous efforts to promote \"direct connection of green electricity, conversion of green energy into more green energy, and coordinated management of electricity-related processes.\" With enterprises as the main drivers, it will advance the construction, management, and operation of industrial parks in an integrated manner, optimize the structure of energy supply and energy consumption, and establish a green energy industry system with Jilin’s own characteristics. In accordance with the Outline of Jilin Province’s 15th Five-Year Plan for National Economic and Social Development, Jilin will make concerted efforts to accelerate the development of the green hydrogen industry across the entire value chain, thereby establishing a pattern of coordinated development throughout the region. The Changchun Hydrogen Energy Innovation Core Zone focuses on research and development, design, equipment manufacturing, and testing, aiming to advance the development of green hydrogen technologies and their commercialization. The Western Wind and Solar Hydrogen Production Belt (in the Baicheng, Songyuan, and Siping areas) utilizes wind and solar resources to establish large-scale green hydrogen production facilities and build industrial bases for green hydrogen production. The Central Industrial Application Belt (in the Changchun, Jilin, and Liaoyuan areas) takes advantage of the numerous available application scenarios to promote the use of green hydrogen in various fields. The west will be developed into a green liquid fuel supply zone, the center into a clean energy supply zone, and the east into a comprehensive application zone for hydrogen in achieving carbon neutrality.
