On the 15th of this month, it was learned from Tianjin Economic-Technological Development Area that recently, Tianjin Changlu Chemical New Materials Co., Ltd. (hereinafter referred to as Changlu New Materials) successfully obtained all necessary permits in one go at the area’s government service hall: the Project Planning Permit, the Land Use Planning Permit, the Construction Permit, and the Quality Supervision Registration. This makes it the first chemical project in our city to receive all four permits and thus be able to start construction right after obtaining the land, following the issuance by the economic-technological development area at the end of last year of the “Several Measures for Further Deepening the Reform of Project Approval Processes and Optimizing Overall Service Provision” (hereinafter referred to as “Taida Project Reform 5.0”). In 2019, the Economic Development Zone introduced the “Taida Industrial Transformation 1.0” implementation plan to vigorously promote the joint approval of construction projects. In the following years, the series of measures related to the transformation of TEDA were gradually upgraded and improved. Among them, the \"12 Measures for Rapid Approval and Processing\" introduced as part of \"Taida Industrial Reform 4.0\" helped the economic development zone achieve an approval time of nearly 80 calendar days from the acquisition of land to the start of construction for industrial projects, putting it at the forefront of reforms in project approval processes in our city and across the country. Compared to previous versions, \"Taida Industrial Reform 5.0\" expands the scope of the previous policy of starting construction immediately upon land acquisition to all types of industrial projects. It combines the use of letters in place of formal certificates with simulated approval processes, ensuring that the necessary construction procedures and evaluations can be completed during the land acquisition process, without violating any laws or regulations or reducing the number of approval requirements. This allows for the simultaneous issuance of the four required certificates once the land contract is signed. “Leveraging the innovative approval model of ‘Taida Industrial Transformation 5.0’, various departments in the economic development zone worked together actively. On the one hand, we take an early approach through ‘simulated approval’, conducting a thorough review of the materials submitted for the project, and issuing ‘review service opinions’ in advance to facilitate the acceleration of the formal procedures for the project ； On the other hand, companies also use this time to carry out any pending tasks from the past, which helps to further shorten the project preparation period and enables them to start construction as soon as they obtain land ownership, thus facilitating the project to begin construction and become operational in the same year. ”A relevant official from the Economic Development Zone said. It is reported that at present, Changlu New Materials has established a pilot-scale industrialization base for fluorinated organic new materials in the Nangang Industrial Zone. This industrialization project for fluorinated organic new materials, funded by this investment, covers an area of 120,000 square meters and involves an investment of 500 million yuan. Phase 1 of the project plans to build a hydrogen fluoride ether production facility with an annual capacity of 2,000 tons, along with related supporting facilities; subsequently, the production of perfluoropolyether fluids and other products derived from proprietary technologies is planned to be launched gradually.
