Do the signal holes of the on-site fabricated oil tank reinforcement rings need to be sealed with bolts?

For oil tanks constructed in accordance with the GB 50128-2014 Code for Construction of Vertical Cylindrical Welded Steel Storage Tanks, the signal holes on the reinforcement rings need to be sealed with bolts. I personally believe that sealing is not necessary, but the experts on site think it is required. If sealing is indeed necessary, please help me find the relevant guidelines.
I’ve checked the relevant regulations, and there’s no requirement to seal it; so that small hole is just an inspection hole, and it seems like whether it’s sealed or not doesn’t make any difference
It shouldn’t be blocked. There is air between the reinforcement ring and the housing; once this space is sealed, changes in the temperature of the equipment will cause significant pressure variations in that air, which can pose a safety risk to the equipment. Never block it.
GB 50128-2014 refers to API650, right? API650 specifies that the signal hole should be connected to the atmosphere, but it can be sealed with heavy grease to protect it from adverse weather conditions. Personal opinion
