Calculation of utility consumption for the torch system

This is my first time dealing with the design of flare systems, and I would like to know how to calculate the consumption of elements such as nitrogen, instrument air, fuel gas, and steam in the utility systems of flare systems. Are there any standards for this? I asked a few people, but each gave me a different answer. And how is the fuel gas consumption during co-firing calculated? Please, experts, help me figure this out.
