How to carry out on-site inspections effectively

Source: Team Safety, August 2018. Properly carrying out routine inspections is an important measure for ensuring safe production in petrochemical enterprises. Through regular inspections, potential safety hazards can be identified in a timely manner, allowing for prompt corrective actions and preventing accidents from arising. To ensure the implementation of safety inspections and promote safe production, the author believes that efforts should be made from three aspects. First, standardize the inspection process. Based on the inspection routes and standards for various positions, the scope of work (tasks), hazard analysis and mitigation measures, the operating procedures and parameters for equipment within the system, as well as the process flow diagrams of the system, a detailed flowchart of an inspection process that features \"human-centered and intelligent\" characteristics is designed for aspects such as the inspection mechanism, reporting, and supervision of corrective actions ； At the same time, the inspection tasks, requirements, and time limits for each stage are further refined to make the inspection process more standardized and governed by clear rules. Second, refine the inspection checklist. Adhere to a problem-oriented approach, conduct inspections by focusing on specific issues and using appropriate methods; while conducting thorough investigations, carefully analyze and summarize the results of routine inspections. By paying attention to details and starting from existing problems, it is possible to clarify the role that inspections play in guiding job performance and the significant impact they have on job development. It is necessary to highlight the key areas of inspection in a timely manner, and use these as a basis to further refine the inspection checklist. This allows inspectors to identify problems and clues by following the checklist, enabling them to focus precisely on the issues at hand. As a result, inspection efficiency is improved, the accuracy of problem detection is enhanced, and the overall quality of inspection work is raised. Third, strengthen inspection training. For key areas, key positions, and key personnel, conduct in-depth inspections and assessments, and ensure thorough training for such inspections. Cultivate employees’ sense of responsibility for inspections through theories of safety systems*, as well as the exchange of experiences in fault detection and troubleshooting. Strengthen the learning of professional knowledge, methods, and skills related to inspections, to ensure that every employee – whether new, experienced, or those who have changed roles – can quickly become familiar with the inspection process and get started working right away. They should become experts capable of identifying and solving problems, thereby motivating the initiative of those responsible for inspections. Patrols are conducted effectively, and inspections are thorough. As long as everyone adheres to the routine inspection system and fosters a culture of collective responsibility, with each person fulfilling their duties, the company will be able to identify and eliminate potential hazards promptly and prevent accidents. This will transform the \"stress factor\" associated with work into a \"happiness factor\" that contributes to the overall success of the organization. As a result, safety management will continue to improve and reach new heights.
