Regulations on Equipment Management for Refining and Chemical Enterprises of China National Petroleum Corporation (Trial) Chapter 1 General Provisions Article 1 These regulations are formulated in order to strengthen the equipment management in the refining and chemical enterprises of China National Petroleum Corporation (hereinafter referred to as the Corporation), improve the level of technical equipment, and ensure the normal operation of equipment as well as safe and stable production. Article 2: Equipment constitutes an important material foundation for enterprise production, and equipment management is a vital part of enterprise management. It is necessary to establish sound organizational structures for equipment management at all levels, as well as economic responsibility systems for such management at those same levels. Article 3 Tasks of equipment management: To correctly implement the guidelines and policies of the Party and **. Through a series of technical, economic, and organizational measures, comprehensive management of enterprise equipment shall be carried out—ensuring overall planning, rational allocation, selection of high-quality equipment, meticulous maintenance, scientific repair, and timely modernization and upgrading. It is also necessary to continuously improve the technical and managerial capabilities of equipment management personnel at all levels, so as to provide the best possible technical equipment for the safe, stable, and efficient production of the enterprise. This will minimize the life-cycle costs of equipment while maximizing its overall efficiency, thereby facilitating the accomplishment of production and business objectives and enhancing the enterprise’s economic performance. Article 4: Equipment management shall adhere to a reliability-centered approach, as well as the principles of \"relying on technological progress,\" \"promoting production development,\" \"prevention first,\" and \"quality first.\" ; Adhere to the principles of combining \"design, manufacturing, and use,\" \"maintenance and planned repairs,\" \"repair, renovation, and upgrading,\" \"professional management and mass management,\" as well as \"technical management and economic management.\" Article 5: Equipment management work should learn from and adopt advanced domestic and international equipment management methods and maintenance techniques. It is necessary to vigorously promote equipment maintenance methods based on equipment condition monitoring, as well as modern fault diagnosis technologies. Gradually, equipment maintenance methods based on condition monitoring and modern fault diagnosis technologies should be implemented, so as to continuously enhance the level of modernization in equipment management and maintenance techniques. Article 6: Establish and improve basic equipment documentation to provide reliable technical information for the management and evaluation of various indicators, as well as for enhancing equipment reliability, maintainability, and cost-effectiveness. Article 7 Repair costs shall be used properly in accordance with ** and the relevant regulations of joint-stock companies. Article 8: Proper management of equipment is an important responsibility that enterprise leaders must fulfill. The main economic and technical assessment indicators for equipment management must be included in the term-based responsibility objectives of managers (plant directors). Equipment management departments at all levels shall, in accordance with the principle of hierarchical management, be responsible for providing professional guidance, supervision, inspection, and evaluation regarding equipment management within their respective units. Chapter 2 Organizational Structure and Scope of Responsibilities Article 9 Organizational Structure (1) The refining and sales branch and the chemical and sales branch of the joint-stock company (hereinafter referred to as the specialized companies) each have a refining department and a technical equipment department ; Each regional branch has a Mechanical Power Department (Equipment Department). (II) The general managers of the specialized companies and those of the regional companies are fully responsible for equipment management, and an assistant general manager shall be assigned to oversee this work ; Companies in various regions may, as appropriate, appoint a deputy chief engineer responsible for the technical management of equipment. Article 10 Scope of Responsibilities (I) Responsibilities of the Professional Company (1) Implement the guidelines, policies, and regulations regarding equipment management issued by **, and organize the development of management systems, procedures, standards, and work plans for petroleum refining and chemical industry equipment. (2) Responsible for reviewing the annual repair cost budget. (3) Responsible for supervising and inspecting the equipment management in the refining and chemical enterprises affiliated with the joint-stock company, ensuring scientific equipment management, organizing the study and promotion of modern equipment management methods and maintenance techniques, and facilitating the exchange of experience in equipment management. (4) Responsible for the exchange and promotion of new technologies, new processes, new materials, and new equipment. (5) Organize the formulation of operating, maintenance, and repair procedures for major equipment, as well as technical and economic evaluation indicators for such equipment. (6) Organize or participate in the review of design plans and the completion acceptance of major equipment for significant capital construction projects and technological upgrades in enterprises. (7) Responsible for the procurement management of refining and chemical equipment in joint-stock companies. (8) Responsible for reviewing the introduction of refining and chemical engineering technologies and equipment in joint-stock companies, and in charge of organizing the localization of important equipment as well as spare parts. (9) Organize technical and professional training for equipment management personnel. (10) Organize or participate in the investigation and handling of major and extremely serious equipment accidents. (11) Responsible for the review of the scrapping of fixed assets. (12) Responsible for carrying out various inspections, evaluations, competitions, and other activities related to equipment management in the refining and chemical processing systems of joint-stock companies. (II) Responsibilities of the General Manager of the regional company: (1) Implement the \"Regulations on the Management of Equipment in State-owned Industrial and Transportation Enterprises\" issued by the State Council, as well as relevant regulations applicable to joint stock companies; ensure that equipment management is included among the goals and key agenda items for the manager’s term in office, and make decisions regarding the company’s policies and objectives for equipment management. (2) Bear full responsibility for the company’s technical equipment; ensure an increase in the net output value ratio of fixed assets related to such equipment during the tenure, and maintain production facilities and key equipment in optimal condition at all times. (3) Coordinate the relationship between safe and stable production and maintenance/overhaul to prevent short-term practices that compromise equipment integrity due to neglect of maintenance. (4) Examine and use appropriately the costs for major equipment repairs and equipment upgrades in accordance with ** and the relevant regulations of joint-stock companies. (5) Based on the company’s long-term and annual business policies and objectives, organize the formulation of plans for major equipment repairs and upgrades, as well as feasibility analyses for major projects. (6) Organize or participate in the investigation of major and extremely serious equipment accidents, and propose handling recommendations. (III) Responsibilities of the Deputy General Manager in Charge of Equipment at the Regional Company: (1) Under the leadership of the General Manager, be fully responsible for the company’s equipment management tasks; implement the rules, regulations, and policies related to equipment management established by ** and the holding company, and, in accordance with the relevant guidelines and policies set by ** and higher authorities, as well as considering the specific circumstances of the company, assist the General Manager in making decisions regarding the company’s equipment management strategies and objectives ; Organize the formulation of plans and measures to improve equipment management, ensuring the safe, stable, and efficient operation of production facilities. (2) Organize the review of the company’s plans for shutting down major production facilities for maintenance, carrying out major repairs on key equipment, and upgrading critical equipment, and supervise their implementation. (3) Organize various inspections, evaluations, competitions, and other activities for the company’s equipment systems. (4) Organize the investigation, analysis, and handling of major and extremely serious equipment accidents, as well as coordinate emergency repairs to restore production. (5) Responsible for the procurement and management of equipment and facilities. (6) Participate in the plan review and completion acceptance of key infrastructure and major technical improvement projects. (7) Review the submitted mobile reports, the external transfer of idle equipment, and the disposal of major equipment. (8) Responsible for the organizational structure and staffing of the mechanical systems. (9) Guide the technical training and exchanges for the mobile system. (IV) Responsibilities of the Deputy Chief Engineer for Equipment: (1) Under the leadership of the Deputy General Manager in charge of equipment and the Chief Engineer, be responsible for the technical management of the company’s equipment. (2) Organize the formulation and implementation of rules and regulations related to equipment technical management; approve equipment maintenance and repair procedures and inspect their implementation. (3) Responsible for reviewing the operation cycles of major production equipment, plans and technical solutions for shutting down production units for maintenance, major overhauls of key equipment, as well as technical renovation projects, and for organizing their implementation. (4) Responsible for reviewing the selection and proper use of major equipment, formulating renovation plans for such equipment, and organizing assessments for the retirement of major equipment. (5) Organize efforts to address the technical issues related to key equipment, and promote the use of new technologies, new processes, new materials, new equipment, as well as advanced construction tools ; Promote the application of modern equipment management methods such as network technology, condition monitoring, fault diagnosis, and computers. (6) Responsible for ensuring the proper operation of the power system. (7) Propose technical safety measures for equipment; assist the deputy general manager in charge of equipment in organizing the investigation, analysis, and handling of major and extremely serious equipment accidents. (8) Participate in the review of plans and the completion acceptance of major infrastructure and technical improvement projects. (9) Responsible for organizing the management, supervision, inspection, repair, and appraisal of boilers, pressure vessels, and industrial pipelines, as well as for approving the inspection, repair, and commissioning plans for category III pressure vessels and spherical tanks. (10) Work with education and training departments to do a good job in the technical training of personnel in the mobile equipment system. (5) Responsibilities of the Mechanical Power Department (Equipment Department) of the regional company: (1) Under the leadership of the deputy general manager in charge of equipment, and with the guidance of the deputy chief engineer for equipment, implement the relevant rules, regulations and provisions on equipment management issued by ** and higher-level authorities; organize the formulation of equipment management systems and detailed rules for management. In accordance with the relevant guidelines and policies of ** and higher-level authorities, assist in formulating the company’s own equipment management policies and objectives, make decisions, and develop plans and measures. (2) Responsible for managing the company’s mechanical power operations, organizing the creation and improvement of basic technical documentation related to equipment, keeping track of the condition of the equipment, and conducting analyses of its technical condition as well as preparing summaries related to equipment management. (3) Review the plans for shutdowns and maintenance of the Company’s production facilities, major overhauls of key equipment, and significant equipment replacements, and inspect their implementation. ’(4) Responsible for the procurement management of company equipment and facilities in the region; formulate plans for the purchase, renewal, and renovation of miscellaneous equipment, and oversee their implementation. (5) Responsible for assessing the key indicators related to equipment management. Regular or irregular inspections of the condition of key equipment are organized, and various inspection activities, evaluations, competitions, and other initiatives related to the equipment systems are carried out based on the actual conditions of the enterprise. (6) Participation in capital construction and technical measures ; Review of design plans for safety measure projects and completion acceptance ; Participate in the investigation, analysis, and handling of major and extremely serious equipment accidents. (7) Promote the application of new technologies, new processes, new materials, and new equipment, and organize technical training on mobile equipment in conjunction with relevant departments. (8) Organize the compilation and review of catalogs for spare parts and components, as well as standards for consumption and inventory levels; determine the funds required for inventory maintenance; ensure proper management of the technical drawings and documentation related to spare parts and components; and organize the preparation, planning, and supply of processes related to the processing of such spare parts and components. (9) Responsible for the management of boilers, pressure vessels, and industrial pipelines ; Organize the preparation of inspection, testing, repair, and assessment plans for boilers, pressure vessels, and industrial pipelines ; Approve inspection, testing, repair, assessment, and commissioning plans for Class III pressure vessels, spherical tanks, and key industrial pipelines. (10) Responsible for equipment lubrication, corrosion prevention, sealing, and water quality management. (11) Responsible for the management of power equipment and instruments, organizing inspections of relay protection and insulation monitoring, as well as arranging regular testing and adjustments. He/she ensures the safe, stable, efficient, and economical operation of the utility systems to meet production requirements. (12) Be responsible for the management of fixed assets, and handle tasks such as statistics, sealing up unused assets, scrapping, transfer, and renewal. (13) Responsible for determining the qualifications of contractors involved in maintenance, transportation, inspection, repair, and other related activities, as well as the work standards, evaluation and acceptance criteria, and prices specified in the contracts. (14) Make suggestions regarding the allocation and transfer of equipment management personnel in the affiliated units. (VI) In companies across various regions, in addition to the technical equipment management departments (Motor and Equipment Departments), departments such as planning, production, technology, finance, safety, and supply should, in accordance with their respective responsibilities, address relevant aspects from different perspectives, each taking on its own duties, so as to work together effectively to manage equipment. Chapter 3 Equipment Management Article 11 The objects of equipment management include: machines used in production, process equipment and pipelines, electrical and power equipment, maintenance equipment, lifting and transportation equipment, instruments and meters, industrial buildings and structures, etc. Article 12: Equipment is classified into two categories as specified: major equipment and general equipment. Equipment is classified into thirteen major categories based on its characteristics and uses. (The classification method is shown in the appendix). In accordance with the requirements for modern equipment management, enterprises should classify their equipment and provide \"special-grade maintenance\" for those critical pieces of equipment that affect safe production. Article 13: To understand the technical condition of the equipment and achieve good economic results, regional companies shall evaluate the following indicators: (1) Operating rate of major installations ; (II) Effective utilization rate of main equipment ; (III) Equipment failure rate ; (IV) Equipment integrity rate and integrity rate of key equipment ; (V) Leakage rate at static sealing points ; (VI) Equipment freshness coefficient ; (7) Instrument integrity rate, control rate, utilization rate, and leakage rate. Article 14: Actively promote full-process management of equipment. Leaders at all levels should create favorable conditions and provide active support for the equipment management department to get involved in the preliminary stages of equipment-related activities; the equipment management department must be involved in the entire process of equipment management. Article 15: For major engineering projects such as capital construction and technical improvement initiatives, the equipment management department must be involved in the review of design plans and construction designs. The selection of key equipment must be approved by the equipment management department. After the project is completed, the relevant departments must, together with the equipment management department and the production department, carry out the final inspection and handover procedures in accordance with regulations. Article 16: The renovation and upgrading of equipment shall be carried out in a planned and step-by-step manner, on the basis of a thorough economic and technical evaluation. Article 17 The five principles for the retirement and replacement of equipment are: safety, technical economy, availability, timeliness, and obsolescence. (1) Safety: The equipment has serious defects and potential hazards, a high failure rate, causes severe environmental pollution or endangers human safety and health, and poses risks to safe production ; (II) Technical and economic aspects: The equipment is aging, its technical performance is outdated, efficiency is low, energy consumption is high, and economic benefits are poor; it is unable to meet the requirements for full compliance with standards as well as the needs of the manufacturing process ; (III) Availability: There are no sources for supplying the main spare parts of the equipment, and domestic trial production is currently difficult ; (IV) Timeliness: The equipment has exceeded its designed service life and cannot be used any longer according to technical assessments; although major repairs or modifications can restore its accuracy, it is less economical to do so than to replace it ; (V) Obsolescence: **Models that are explicitly phased out. Article 18: In accordance with the requirements of production development and the technical condition of the enterprise’s equipment, regional companies shall formulate development plans and annual plans for mobile equipment, and implement these plans accordingly. Article 19: Well-maintained equipment must meet the following standards: (1) It shall operate normally, have good efficiency, and satisfy the design or production requirements ; (II) The internal components are undamaged, and the quality meets the requirements ; (III) The main components are neat, complete, and easy to use ; (IV) The technical documents are complete and accurate. Article 20: Regularly carry out evaluations for excellence in equipment management in order to continuously promote and improve the overall level of equipment management. Article 21: Collectives and individuals who make contributions to equipment management, maintenance, repair, technical development, and technical training shall be commended and rewarded. Article 22: The competent authorities at all levels shall order subordinate units that suffer from poor management and severe equipment deterioration, thereby affecting production and safety, to make corrections within a specified time limit; depending on the severity of the situation, they shall hold the leaders or relevant responsible persons administratively accountable ; Those who neglect their duties, give illegal instructions, or violate the procedures for operating, using, maintaining, and repairing equipment, thereby causing equipment accidents and economic losses, will be held accountable for financial and administrative responsibilities depending on the severity of the offense ; Those who commit criminal offenses shall have their criminal liability pursued in accordance with the law by the judicial authorities ; Units and individuals that conceal equipment accidents shall be given heavier penalties, and their leadership responsibilities shall be held accountable. Article 23 Equipment Accidents (1) Any abnormal damage to equipment resulting from improper design, manufacturing, installation, inspection, or maintenance operations, resulting in direct economic losses exceeding the specified limit, shall be regarded as an equipment accident. (II) Equipment accidents are classified into four categories: minor accidents, general accidents, major accidents, and extremely serious accidents. (1) Minor accident: Direct economic loss less than 10,000 yuan ; (2) General equipment accidents: direct economic loss of 10,000 yuan, or more than 10,000 yuan ; (3) Major equipment accident: direct economic loss of 30,000 yuan, or between 300,000 yuan and 5 million yuan ; (4) Major equipment accidents: direct economic losses of 5 million yuan, or more than 5 million yuan. (III) In the event of a major or severe equipment accident in an enterprise, it shall report to the professional company via telephone, fax, etc., within 24 hours, and submit a written report detailing the incident to the professional company within one week. (IV) For critical equipment under the supervision of regional companies (with filing required with the specialized company of the joint-stock company), in the event of an accident involving ordinary equipment that results in unplanned shutdown of the production facility, it is also necessary to report to the specialized company in a timely manner in accordance with the relevant reporting requirements. (5) After a equipment accident occurs, the principle of \"three no’s\" should be followed (do not let it go until the cause of the accident is identified, do not let it go until those responsible for the accident and the relevant personnel have received education, and do not let it go until preventive measures are put in place). A thorough analysis should be conducted based on the extent of the equipment damage, the nature of the accident, and the economic losses incurred; appropriate actions must be taken, and all records should be filed in the archives. Chapter 4: Use and Maintenance of Equipment Article 24: Companies in various regions shall establish and improve procedures for equipment operation, use, and maintenance, as well as post responsibility systems. Article 25: Equipment maintenance should be carried out under a system of designated personnel for specific tasks or through a contracting approach. For critical equipment, special-grade maintenance management that integrates mechanical, electrical, instrumentation, operational, and managerial aspects is necessary; it is essential to ensure that each piece of equipment, every pipeline, each valve, and each instrument has someone responsible for them. Additionally, measures must be taken in a timely manner to prevent freezing, condensation, preserve heat or cold, prevent corrosion, and address leaks. “Regional companies in areas where maintenance and operation units such as those for machinery, electricity, and instrumentation have been separated must regulate the management of \"premium maintenance\" through contracts. Article 26: Through technical training, operators of equipment should possess a thorough understanding of the equipment they use, meaning they should know its performance, principles, structure, and purpose – in other words, they should be able to \"understand four aspects\" and \"master three skills\" ; Know how to operate, maintain, and troubleshoot. One should strive to learn cultural and technical knowledge in order to become proficient in multiple areas. Article 27: Companies in various regions shall strengthen the monitoring of equipment condition, establish and improve equipment condition monitoring networks, and earnestly carry out the following tasks: (1) Enterprises shall establish and improve equipment condition monitoring networks, assign full-time or part-time personnel for such monitoring, and formulate various management systems for equipment condition monitoring. (2) For critical equipment, monitoring should be carried out in accordance with the principles of “designating personnel, equipment, measurement points, instruments, cycles, standards, routes, and parameters”. Based on the analysis of monitoring results, maintenance recommendation forms (reports) should be prepared to guide repairs; meanwhile, the repair status should be promptly reported and archived. (3) For key equipment, a library of standard operating parameters, condition monitoring, records of unit faults and maintenance, and parameter archives for important components should be established. (4) Regularly summarize the results and experiences gained from equipment condition monitoring, expand the scope of equipment monitoring, and gradually achieve condition monitoring for all equipment under all operating conditions. Article 28 Responsibilities and Rights of Equipment Operators (1) Responsibilities: (1) Strictly abide by the procedures for operating, using, and maintaining the equipment. Make thorough preparations before starting, conduct repeated checks during operation, make proper adjustments while it is running, and handle things properly after shutting it down. Strictly follow the operational parameters; operation under conditions of excessive temperature, pressure, speed, or load is not permitted. (2) It is necessary to remain at one’s post and strictly implement the routine inspection system; regularly and along the designated inspection routes, carefully inspect the equipment under one’s responsibility. Using the \"cross\" method of maintenance (cleaning, lubrication, corrosion prevention, adjustment, tightening), actively eliminate defects such as dirt, rust, shortages, disorder, and leaks. Additionally, it is important to fill out operation records and daily logs thoroughly. (3) Strengthen inspections of the lubrication, vibration, bearing temperature, and abnormal noises of rotating equipment; any abnormalities found must be properly addressed, reported immediately, and recorded. (4) Pressure vessels and industrial pipelines should be regularly inspected for insulation, cooling performance, corrosion, and leaks; any abnormalities detected must be reported immediately, and records must be kept. (5) Strictly enforce the systems of regular equipment switching and mandatory maintenance; periodically crank standby equipment to ensure it can be put into operation at any time. The sealed and idle equipment in this position should be regularly maintained. (6) If the operator notices any abnormality in the equipment, they should immediately investigate the cause and report it promptly. In an emergency, decisive measures shall be taken in accordance with relevant procedures, and the shift supervisor and relevant personnel must be reported to and notified. Without identifying the cause and troubleshooting, one must not drive blindly. (7) Keep equipment, pipelines, and floors clean and hygienic to ensure civilized production. (II) Rights (1) The right to prevent persons not assigned to this position from operating the equipment of this position. (2) For equipment that requires maintenance or is malfunctioning, one has the right to refuse to operate it. (3) Instructions or directives regarding the unreasonable use of equipment, such as violations of job responsibility systems and operating and maintenance procedures, may be refused. (4) Has the right to criticize any behavior of not taking good care of equipment or failing to follow operating procedures. Article 29: Maintenance workers (for machinery, electrical systems, and instrumentation) must have clear divisions of labor and work closely together to carry out proper maintenance on the equipment assigned to them. (1) Strictly implement the routine inspection system: conduct inspections of the equipment under management at regular intervals along the designated inspection routes, actively inquire with the operators about the operating conditions of the equipment, promptly identify and address any defects or potential problems, report any issues found with the equipment in a timely manner, and keep proper records. (II) Gradually introduce advanced instruments (such as vibration meters, frequency meters, thickness gauges, tachometers, spot thermometers, etc.) to conduct thorough routine inspections of key equipment. Chapter 5 Equipment Maintenance Article 30 Equipment maintenance is the main method and measure for maintaining the equipment in good working condition, eliminating defects in a timely manner, preventing equipment failures, extending the service life of the equipment, and ensuring the completion of production plans. Carrying out proper equipment maintenance is a key task for all enterprises; it is necessary to strictly adhere to the equipment maintenance procedures, reduce the time required for maintenance, and ensure high quality, efficiency, safety, and sustainability, in order to achieve long-term operational continuity. Article 31: Based on the actual technical condition of the equipment and in conjunction with production schedules, a maintenance plan shall be formulated. The maintenance plan includes major repairs, medium repairs, minor repairs, and shutdowns for maintenance of installations (systems). The maintenance plan should be formulated and issued simultaneously with the production plan, and inspected and evaluated at the same time. The operating cycles of each enterprise’s installations (systems) and the duration of major shutdowns for maintenance must be scheduled based on production needs and submitted to the specialized company for approval. Article 32: Comply with the financial regulations of the joint stock company, submit to audit supervision, and strictly control the use of repair expenses. Repair funds allocated from the budget approved by the joint stock company must be used for the repair of fixed assets and must not be diverted for other purposes under any pretext. At the end of the year, companies in various regions report their repair expense expenditures to the specialized company. Article 33 The equipment management department shall organize relevant units to prepare, in accordance with procedures, the annual plan for major equipment repairs and the plan for shutdowns and maintenance of installations; these plans shall be submitted to the competent authority for approval before being implemented. Article 34: Maintenance projects must have rigorous scientific construction plans and technical measures; network technology shall be utilized to draw up an overall maintenance network diagram. For major construction projects, floor plans, network diagrams, and construction schedules need to be prepared. There must be construction plans and installation plans, and major construction projects require a construction organization design. Article 35: For major maintenance shutdowns of installations (systems), the following must be ensured: (1) The top management shall take overall responsibility for the maintenance work, and a leadership team for the maintenance should be established. (II) Before shutting down the equipment (system) for maintenance, the preparatory work must meet the \"eight guarantees\", namely: guaranteed organization and planning, guaranteed project plans, guaranteed drawings and documents, guaranteed supply of materials, guaranteed construction workforce, guaranteed construction machinery, guaranteed quality and safety measures, and guaranteed support for daily operations. (III) When the installation is shut down, purging, displacement, and isolation measures must be taken; once it has passed the inspection by the competent authorities, it can be handed over to the construction unit. (IV) Practice civilized construction; eliminate reckless disassembly and assembly. Utilize advanced specialized tools to ensure “three aligned lines” (tools arranged in one line, parts arranged in one line, and materials arranged in one line), “three items kept out of sight” (lubricants and greases kept out of sight, cleaned components kept out of sight, and precision measuring instruments kept out of sight), and “three clean areas” (the site is clean when work is suspended, during maintenance, and before work resumes). (5) The personnel responsible for organizing and directing major maintenance efforts must have unified planning, unified command, and coordinated actions, ensuring adherence to the \"three orientations\" (oriented towards the masses, oriented towards the grassroots level, oriented towards production) as well as the \"five aspects of presence at the site\" (ideological work at the site, production supervision at the site, material supply at the site, design and research activities at the site, and living services at the site). (VI) The equipment management department shall organize inspections and evaluations of various types of equipment and pipelines, ascertain their technical condition, and accumulate data to provide a basis for formulating maintenance plans, devising maintenance schemes, and improving maintenance practices. ’(7) Establish a maintenance quality assurance system, enforce strict supervision and inspection of maintenance quality, to ensure that production units can start up successfully upon completion of major maintenance. The main equipment and major projects shall be inspected and accepted jointly by the equipment management department in conjunction with relevant departments. (8) Ensure proper HSE and security measures to prevent all types of accidents. (9) During the maintenance of equipment (systems), the principles of “three no-handovers” (no handover if quality standards are not met, no handover without maintenance records, no handover if hygiene standards are not satisfied) and “four no-startups” (no startup until the project is completed, no startup if safety cannot be guaranteed, no startup if there are obvious leaks, no startup if hygiene standards are not met) must be adhered to. Article 36: Complete maintenance records must be kept for major and medium-scale equipment repairs ; A major overhaul requires complete handover documents, including: maintenance plans, maintenance records, intermediate inspection records, acceptance reports for concealed works, commissioning tests, and technical evaluations. The acceptance record for major equipment must be signed by the production, construction, and equipment management departments. Article 37: The equipment management department is responsible for organizing the preparation of technical summaries for major overhauls and submitting them to the specialized company. Article 38: Companies in various regions shall, in accordance with the requirements of joint-stock companies as well as the characteristics and current situation of their own enterprises, gradually adopt socialized and professional services for equipment maintenance and repair through bidding, and carry out the following tasks: (1) The party entrusting the equipment maintenance or repair work (Party A) and the contractor (Party B) shall clarify their responsibilities, sign a contract for equipment maintenance or repair, and abide by it together. (II) The equipment maintenance and repair contract should include the scope of work, tasks to be carried out, working hours, methods of material supply, management approaches, HSE (Health, Safety, Environment) standards and responsibilities, project settlement and payment procedures, responsibilities of both parties, and methods for resolving disputes. (III) The equipment management department of Party A shall assess and inspect Party B’s work in accordance with the terms of the contract; only after successful inspection shall it be submitted to the competent supervisor for approval and signature before it can be forwarded to the finance department for settlement. (IV) In bidding processes, unlisted enterprises shall be treated in accordance with the principles of orderly competition, comparison of quality and price, equal priority, and ensuring that their terms are no less favorable than those offered by third parties. Chapter 6: Management of Boilers, Pressure Vessels, and Industrial Pipelines Article 39: The scope of management, classification, and technical inspection of boilers, pressure vessels, and pipelines shall be governed by the following standards and regulations respectively: (1) \"Regulations on Safety Technical Inspection of Pressure Vessels\" (issued by the Quality and Technology Supervision Bureau); (2) \"Regulations on Safety Technical Inspection of Steam Boilers\" (Document No. 276 issued by the Ministry of Labor) ; (III) «Regulations on Safety Technical Inspection of Hot Water Boilers» (Revised edition, 1997) ; (IV) \"Steel Pressure Vessels\" (GB150-4) 8) ; (V) \"Rules for the Registration and Management of the Use of Pressure Vessels\" (Ministry of Labor Order No. 442) ; (VI) \"Inspection Regulations for Pressure Vessels in Use\" (Ministry of Labor, 1990.3) ; (7) «Code for Maintenance and Overhaul of Pressure Vessels» (Sinopec Group SHSl004–92) ; (8) \"Rules for the Maintenance and Inspection of Industrial Pipelines\" (Trial Version) (Sinopec Group SH S1005--92) ; (IX) “Regulations on the Safety Supervision of Gas Cylinders” (No. 250 issued by the Quality and Technical Supervision Bureau) ; (10) Provisions on the Safety Management of Liquefied Petroleum Gas Road Tankers (originally issued by the **General Labor Bureau in February 1981) ; (11) “Regulations on Technical Inspection of Railway Tank Cars for Liquefied Gases” (Ministry of Chemical Industry, May 1988) ; (12) Interim Provisions on the Inspection and Maintenance of Pressure Vessels and High-Pressure Pipelines in Large and Medium-Sized Ammonia Synthesis Plants (Ministry of Chemical Industry, May 1979) ; (13)** and other relevant regulations issued by various ministries. Article 40: Each unit shall designate a leader to be responsible for the management of pressure vessel use. The equipment management department should assign dedicated technical personnel to be specifically responsible for this task. Article 41 The equipment management department shall be responsible for the technical management of boilers, pressure vessels, and industrial pipelines used in production, including equipment selection, installation (manufacturing), repair, renewal, modification, decommissioning, and accident handling. Responsible for the archiving and documentation of technical materials; participates in the inspection and appraisal of boilers, pressure vessels, and industrial pipelines; actively promotes and disseminates new technologies, materials, and processes related to the use and manufacturing of pressure vessels. Article 42: Use, inspection, testing, and repair of boilers, pressure vessels, and industrial pipelines. (1) Boilers, pressure vessels, and industrial pipelines must be operated strictly in accordance with the specified pressures and temperatures; the process conditions originally designed must not be altered arbitrarily ; In case of any changes, prior consent from the equipment management department is required, as well as approval from the responsible plant manager or chief engineer. Operating beyond the permissible temperature, pressure, or load limits is strictly prohibited. (II) In accordance with relevant regulations such as the safety inspection rules for boilers, pressure vessels, and industrial pipelines, thorough inspections and tests of boilers, pressure vessels, and industrial pipelines shall be carried out. Its inspection records and physicochemical test reports shall be filed in archives for proper preservation. (III) Safety devices installed on boilers, pressure vessels, and industrial pipelines ; Devices such as safety valves should be regularly inspected and checked in accordance with relevant regulations, and the scope of these checks must remain within the specified limits ; (IV) After major repairs to boilers, pressure vessels, and industrial pipelines, they must be inspected and approved by the equipment management department before they can be put into service. (5) Strengthen anti-corrosion measures for boilers, pressure vessels, and industrial pipelines. The outer surfaces of boilers, pressure vessels, and industrial pipelines must remain intact. The anti-corrosion coating inside the container must be inspected at least every three years to ensure it remains intact. (6) The inspection plans for boilers, pressure vessels, and industrial pipelines shall be submitted together with the equipment maintenance plans; at the end of the year, a summary of the implementation of these plans must be prepared. Article 43: Establish and improve the management of technical documents and archives for boilers, pressure vessels, and industrial pipelines: (1) The documentation of boilers and pressure vessels shall be carried out in accordance with the requirements of the \"Regulations on the Maintenance and Inspection of Pressure Vessels\", the \"Regulations on the Safety Technical Supervision of Pressure Vessels\", and the \"Regulations on the Safety Technical Supervision of Steam Boilers\". (II) The technical records for important process pipelines include: (1) A registration form for the pipelines (pipeline name, number, category, medium, specifications, material, starting and ending points, operating process parameters, total years of operation, pipe fittings, fasteners, valves, etc.) ; (2) Empty view of the pipeline, weld locations and numbering diagram ; (3) Technical documents and materials for the completion acceptance of newly constructed projects ; (4) Technical documents and materials for the completion acceptance of pipeline improvement, renovation, upgrading, maintenance, and other projects. (5) Pipeline inspection records and test reports ; (6) Pipeline condition monitoring records ; (7) Data archive on pipeline corrosion (thickness measurement) ; (8) Records of pipeline maintenance and modifications ; (9) Pipeline defect accident records. Article 44 Management of industrial pipelines: (1) For the design, construction, and acceptance of pipelines related to capital construction, technical measures, major repairs, and upgrades, in addition to complying with relevant regulations, the \"Code for Construction and Acceptance of Metal Pipeline Projects\" (CB 50235–97), the \"Code for Construction and Acceptance of Welded Industrial Pipelines for On-site Equipment\" (GB 50236–98), Sinopec’s former \"Procedures for the Maintenance of Industrial Pipelines\" (trial version) (SHS1005–92), and the \"Code for Construction, Acceptance, and Standards of Pipelines for Highly Toxic and Flammable Media in the Petrochemical Industry\" (SH 3501–1997) shall also be followed. In case of discrepancies between these standards, the higher standard shall apply ; The design, construction, and acceptance of the pipelines for the imported equipment abroad can be carried out in accordance with the standards specified in the contract. (II) Pipelines should be managed on a zonal basis, ensuring that each pipeline, each valve, each flange and fitting, as well as pipe racks, have someone responsible for their proper use and maintenance. Clear management boundaries must be established for the pipelines between various workshops, with visible signs in place; written agreements should define the scope of management, and there should be no sections of pipelines that are unattended. (III) Pipelines that carry flammable, explosive, toxic, or corrosive substances across rivers, bridges, railways, roads, and densely populated areas must employ effective measures for corrosion protection, pressure resistance, and shock absorption to prevent any leaks or ruptures, and regular inspection and assessment should be carried out. (IV) The construction of important pipelines must be carried out by qualified workers; only welders holding certificates issued by the labor department are allowed to weld pipelines in accordance with the scope specified on their certificates. (5) Pipelines should be inspected regularly; the user unit shall submit an inspection plan to the mechanical department, and both the interval between inspections and the contents of the inspections must be specified in accordance with the \"Regulations for the Maintenance and Inspection of Industrial Pipelines\". Non-destructive testing of pipelines must be carried out by qualified non-destructive testing personnel who prepare the corresponding reports. Article 45 Boilers, pressure vessels, and industrial pipelines that fall under any of the following circumstances shall be replaced. (1) Those that are too severely defective to be repaired, or those for which safe use cannot be ensured due to reasons such as strength and corrosion ; (II) Those that are inefficient, consume a lot of energy, and have poor economic benefits; or those that can have their original performance restored through major repairs, but for which replacement is more economical ; (III) The technical performance fails to meet the process requirements and ensure product quality. Article 46 Accident management. In accordance with the equipment accident management system and Article 47 of Chapter 7 on Lubrication Management in the \"Regulations on the Handling of Accidents Involving Special Equipment Such as Boilers, Pressure Vessels, and Pressure Pipelines\", each equipment management department is responsible for the lubrication management within its own unit. It is necessary to significantly strengthen the organization and leadership of equipment lubrication management, and assign dedicated personnel to handle its daily operational tasks. It is necessary to establish sound rules and regulations and compile equipment lubrication manuals ; Ensure proper control over the scheduled use of lubricants and the management of lubrication equipment ; Organize and exchange, as well as promote the application of advanced lubrication technologies and lubrication management practices ; Organize operators and maintenance staff to learn lubrication knowledge, conduct regular inspections and evaluations, ensure the rational and economical use of oil, and continuously improve the level of equipment lubrication management. Article 48: The equipment management department is responsible for reviewing the procurement plans for lubricants and lubrication equipment, and purchases are carried out upon approval by the competent supervisor. Article 49: Lubricants purchased anew must come with a certificate of conformity, and must pass inspection by the testing department before being stored in inventory. Lubricants (greases) that have been in stock for more than three months must pass analysis to be approved for use. It is necessary to improve the management of lubricant warehouses, by keeping old and new lubricant barrels separate, arranging them in an orderly manner with clear boundaries, and ensuring protection from rain, sunlight, dust, and freezing. When purchasing, the oil drums should bear clear markings indicating the name and grade of the oil, and they should be stored in a organized manner to ensure that the stored oil does not deteriorate and that the different types are not mixed together. Article 50: Units that use lubricants shall carry out the following tasks: (1) Based on the prescribed consumption rates for lubricants in their own units, they shall prepare annual, quarterly, and monthly plans for the use of lubricants, and submit these plans to the equipment management department for review and record-keeping. (II) Strictly implement the equipment lubrication management system, adhering to the \"five fixings\" (fixed person, fixed location, fixed quality, fixed quantity, fixed timing) and the \"three filtrations\" (from the large oil storage tank to the on-site oil container, from the on-site oil container to the oil bottle, and from the oil bottle to the filling point). All lubrication equipment must be clearly labeled, with each type of oil used in its designated equipment; it should be cleaned regularly and stored neatly in the specified locations. (III) For lubrication points with automatic oiling, the filter screens, oil level, oil pressure, oil temperature, and the oil delivery volume of the oil pump should be checked regularly. Any abnormal conditions detected must be addressed promptly, and records should be kept. (IV) Regularly check the condition of the lubricated parts; the bearing temperature should be kept within the specified limits. (5) Do a good job in waste oil recycling within the own unit. When recycling used oil, it is required to do so by type, with proper storage, and mixing is strictly prohibited. Where conditions permit, used oil can be recycled; the recycled oil can be reused after passing laboratory tests, but it should be used in non-critical equipment or in non-critical parts of critical equipment. (VI) For the lubricating oils used in critical equipment, or those that are used in large quantities in a single use and then recycled, regular sampling and analysis must be carried out to ensure that the oils are replaced based on their quality. The analysis results must be recorded, and the analysis reports should be stored in a centralized archive. (7) Regular oiling for lubrication should be carried out between the screw rod and nut of commonly used valves. At the screw nuts of valves that are not frequently used, they should be sealed with oil. Article 51: Conditions should be created to conduct ferrography and spectroscopic analysis on the lubrication status of key units, in order to implement dynamic monitoring. Article 52: The inspection department shall, upon commission by the relevant departments, conduct chemical analysis on stored and in-use oil crystals in accordance with ** or relevant standards, and submit inspection and analysis reports in a timely manner. Article 53: The lubricating oils used for equipment shall not be changed or mixed arbitrarily. Any change in the type of oil must be approved by the equipment management department. Chapter 8 Corrosion Prevention Management Article 54 The equipment management department shall assign full-time corrosion prevention officers who are responsible for technical management tasks such as the formulation of corrosion prevention plans, monitoring, and record-keeping, as well as the supervision of corrosion prevention construction work. Article 55: Anti-corrosion measures must be taken for corrosible equipment, pipelines, buildings, and structures, and corrosion records as well as corrosion cards shall be established. It is necessary to carefully record the composition of the medium, operating temperature, and corrosion rate. Regular corrosion inspections and monitoring should be conducted, with a detailed description of the corrosion conditions and patterns, all of which should be documented in the equipment corrosion records. Article 56: Effective new anti-corrosion technologies and materials should be properly applied based on actual conditions to ensure the anti-corrosion performance of the equipment. For equipment (pipes, buildings, structures) that is severely corroded and operates under harsh conditions, anti-corrosion task forces should be established to organize technical efforts to address this issue. Article 57: The impact of changes in process operating conditions on corrosion must be taken into account. Whenever it is necessary to alter the process conditions, appropriate anti-corrosion measures must be implemented, and such changes require approval from both the production department and the equipment management department. The corrosive environment must be strictly controlled, and the discharge of corrosive materials is strictly prohibited. Article 58: It is necessary to strengthen the planning management of anti-corrosion projects. For all equipment that requires anti-corrosion protection (pipes, buildings, structures), the using unit shall fill out an anti-corrosion project plan, detailing the process operating conditions and the preliminary implementation plan. After approval by the equipment management department, this plan shall be incorporated into the annual, quarterly, and monthly maintenance schedules for execution. Article 59: For equipment that already has anti-corrosion measures in place, such measures shall not be revoked without reason or altered arbitrarily. If it is indeed inappropriate, the relevant unit shall propose a new anti-corrosion plan, which must be studied by the equipment management department and approved before work can proceed. Article 60: Procedures shall be established for the construction and installation of anti-corrosion equipment to ensure construction quality and personal safety. For any equipment that requires anti-corrosion treatment, the production department must fill out a task order; the equipment can be handed over to the construction department for work only after it has been cleaned and made suitable for such treatment. After completion, it is jointly inspected by the equipment management department, the construction department, and the production department. Equipment, pipelines, industrial buildings, and structures can have anti-corrosion painting carried out in conjunction with major overhauls. Equipment and paint management shall be carried out in accordance with relevant regulations. During maintenance, every effort should be made to avoid damaging the anti-corrosion layer. If the anti-corrosion layer is damaged, it must be repaired before it can be put into use. Chapter 9 Power Management Article 61 Strengthen the management of the power system, improve organizational structures, clearly define the responsibilities for managing power system facilities, and establish various management systems for the power system. Achieve: planned production, defined quality standards, set consumption limits, and measures for savings. The mechanical department, in conjunction with relevant departments, must carry out thorough comprehensive planning to ensure the safe, stable, and long-term operation and supply of water, electricity, steam, air, and nitrogen systems. Article 62: The equipment management department, in conjunction with the production department, shall ensure economic operation under conditions of systematic, long-term, safe, and stable operation. At the same time, it shall prepare plans for special operating modes in case of accidents within the unit’s power system, so as to maintain power supply in emergency situations and prevent the expansion of accidents. Article 63: Companies in various regions shall establish water-saving leadership teams in accordance with the requirements of joint-stock companies, so as to ensure water quality while carrying out effective water-saving management. A specialized agency should be established to handle tasks such as the analysis, testing, experimentation, and applied research related to industrial water, recycled water, boiler softening water, desalinated water, etc. Monitor various parameters and indicators of the water supply and circulating water systems; carry out proper process operations for water treatment, manage chemicals, and monitor scaling, corrosion, and heat transfer efficiency in various cooling and heat exchange facilities (for details, please refer to the “Industrial Water Management Regulations for Refining and Chemical Enterprises of the Joint-Stock Company”). Article 64: The following professional supervision and management tasks must be carried out conscientiously: (1) Power system. (1) Strictly implement the relevant provisions and systems of ** and industry technical regulations. (2) Implement measures such as insulation supervision and protection against external damage, and strengthen management related to electrical lightning protection, pollution flashover prevention, and anti-static grounding. (3) For self-provided power, chemical monitoring, metal monitoring, and instrument monitoring must be carried out. (4) A dedicated person should be assigned to oversee relay protection management in order to prevent accidents such as incorrect operation, failure to operate, and abnormal tripping. After new loads are added due to reasons such as capital construction, the hierarchical relay protection system must be recalculated. (II) Strengthen air supply management by strictly controlling parameters such as the dew point and oil dust levels of instrument air, to ensure the quality and pressure of the air supply and thus guarantee the proper operation of instruments and other equipment. For instruments, my system must be inspected regularly; without approval from relevant authorities, they are prohibited from being used for any other purposes. (III) Strengthen the management of steam supply and utilization; properly recycle exhaust gases and condensate water, and make use of waste heat. Article 65: Effective measures shall be taken to ensure earthquake prevention, lightning protection, typhoon prevention, flood control, moisture protection, protection against small animals, prevention of misoperations, explosion-proof piping, as well as anti-freezing and thermal insulation. Prevent and eliminate leaks to save energy. Article 66: For all units, the actual power consumption must be measured using metering instruments to ensure accurate, sensitive, and reliable measurements. Article 67: Methods for managing the supply of water, electricity, steam, air, and nitrogen shall be established. The approval procedures for expanding the capacity of power systems must be strictly followed; any power system facilities that require modification must submit an application to the competent authorities, and such modifications may only be carried out upon approval. Article 68: The equipment management department shall participate in the planning and review of capital construction, technical measure, and safety measure projects, as well as in equipment selection and commissioning acceptance work. It is necessary to strengthen the management of as-built drawings for concealed works, and to update and improve them on an annual basis to ensure their accuracy and continuity. Article 69: The equipment management department shall be aware of the short-term, medium-term, and long-term power development plans. Chapter 10: Instrument Automation Management Article 70: Instrument automation equipment includes measurement and monitoring devices, control systems, on-line quality analysis instruments, data acquisition systems, process control computers, actuators, as well as the automation systems formed by these components, and safety protection and alarm interlock systems. Article 71: Companies in various regions shall, under the leadership of their senior managers and deputy chief engineers in charge of equipment, strengthen the management of instrument automation equipment. They should establish sound organizational structures and management systems, clarify the management responsibilities at each level, and adopt scientific management practices to ensure that such equipment remains in good condition. Article 72: It is necessary to enhance the maintenance and repair of instrument automation equipment by formulating appropriate maintenance and repair procedures as well as management systems. Proper record-keeping and information feedback systems should be put in place to keep track of the equipment’s operational status. Regular inspections and evaluations should be conducted to improve the quality of use of this equipment as well as its performance metrics, including the rates of integrity, utilization, control effectiveness, and leakage. Article 73: Strengthen the management of key interlock alarm control systems, as well as PLCs and ESDs, to keep them in good condition. Without the approval of the plant’s chief engineer, interlocks must not be disabled or set values altered arbitrarily, in order to ensure safe production. Article 74 The regular calibration cycle for instruments shall be determined in accordance with the relevant calibration cycles for measuring devices. In devices operating in continuous production, where inspections cannot be carried out at the prescribed intervals, such intervals must be approved by the relevant authorities; in principle, inspections should be conducted in line with the device’s maintenance schedule, with special cases being handled according to specific circumstances. Article 75: Strengthen the maintenance and management of the power supply, air supply, heat tracing, and air conditioning systems for instrument automation equipment, ensure that these systems are dedicated for specific purposes, and meet the technical requirements. Article 76: When selecting instrument automation equipment for key projects involving new installations, upgrades, or technical improvements, it is necessary to seek the opinions of the equipment management department and the departments that will use the equipment, and submit them to leadership for approval; the equipment management department shall also be involved in the acceptance process. Strict handover procedures should be followed for newly installed instrument automation equipment, with all attachments, tools, and documents provided. Article 77: The equipment management department shall keep track of the latest developments in new technologies for instrument automation both domestically and internationally, organize technical exchanges, and provide professional training. Attention should be paid to training composite instrument automation technicians and maintenance personnel. Article 78: Operators should, through study and training, master the basic principles of instrument automation equipment and the proper methods for using it. Chapter 11: Management of Spare Parts Article 79: It is necessary to strengthen the management of spare parts, establish sound organizational structures and management systems for them, clarify the relationships and responsibilities associated with various aspects of their management, and ensure that spare parts are available in a timely manner at reasonable prices and of satisfactory quality. Article 80: Adopt advanced scientific management methods to continuously improve the level of management of spare parts and components ; Actively implement zero-inventory and social reserve management methods, striving to reduce the capital tied up in spare parts inventory ; Spare parts are ordered based on the principles of cost-performance ratio and market competition. Article 81: Companies in various regions shall have a unified department responsible for the management of spare parts. Tasks such as the acceptance upon receipt, storage, and distribution of these spare parts can be entrusted to unlisted enterprises in accordance with the principles of related-party transactions. Article 82: The management of spare parts and accessories shall be based on the following information: (1) The consumption quotas and reserve quotas for spare parts and accessories ; (II) List of equipment accessories and equipment inventory ; (III) Parts catalog and related assembly drawings ; (IV) Accounts and cards for spare parts. Article 83: The equipment management department shall organize management personnel to be responsible for the surveying, collection, sorting, and archiving of drawings and documents related to spare parts, in order to continuously increase the proportion of spare parts for which such documentation is available. In the event of changes in equipment design, structural improvements, or substitution of materials, the equipment management department must promptly amend the original drawings (including blueprints and base plans). The amendments must be signed by the person who made them and the person who approved them, with the document number of the section that was changed and the date of the change indicated. Article 84: Quota management shall be carried out in accordance with the principle of meeting the actual needs for ensuring the normal production, inspection, maintenance, and operation of equipment—so that it can operate safely, stably, continuously, and at full capacity—while avoiding overstocking and inventory buildup. Organize the formulation of consumption and reserve quotas for spare parts and accessories in the enterprise, and revise and supplement them every three years (the calculation formula for the reserve quota is attached). Article 85 Plan management and processing on order. Accessory planning and management is key to ensuring timely supply of accessories, and it serves as the basis for placing orders for their production. Plans for annual, quarterly, and monthly accessory needs should be formulated based on the annual equipment maintenance schedule and stock quotas; these plans are then reviewed by the equipment management department, which determines the appropriate methods for obtaining accessories, such as in-house production, ordering, outsourcing, or repairing existing items. The supply department organizes and implements it as required. Article 86: Orders from abroad. For spare parts and accessories for imported installation devices and individual pieces of equipment that cannot be manufactured domestically or for which domestic production is too costly and thus require importation, the equipment management department, in conjunction with relevant departments, shall conduct a thorough review. After approval by the competent leadership, the matter will be submitted for handling in accordance with **relevant regulations. Article 87 Management of spare parts inventory. The management of spare parts warehouses must be standardized and scientific; strict rules and regulations regarding acceptance, storage, maintenance, and issuance of items need to be established. Proper storage requires that the material type be clear, the part number be accurate, and the items not be damaged or deformed, ensuring consistency among records, cards, and the actual items.
