　　Responsible Care is a voluntary initiative in the oil and chemical industry to improve health, safety, and environment (HSE) performance; it represents the necessary path for the industry to shift from focus on scale expansion to emphasis on quality improvement, and it is also an important means of fulfilling social responsibilities. “During the 14th Five-Year Plan period, the petroleum and chemical industry will essentially achieve the goal of having \"100 parks and 1,000 enterprises,\" and make steady progress toward goals such as a more robust system of industry self-regulation, strong momentum for technological innovation, comprehensive advancement in safe and sustainable development, and a solid commitment to social responsibilities. 　　“During the 14th Five-Year Plan period, a number of policy documents closely related to the high-quality development of the petroleum and chemical industry set clear requirements for practicing responsible care, providing guidance for enterprises in this sector. For example, the Guidelines on Promoting High-Quality Development of the petrochemical industry during the 14th Five-Year Plan period propose to advance the implementation of responsible care, support enterprises and industrial parks in improving their operational management levels, and establish and improve HSE management systems ； The \"Implementation Plan for the Innovative Development of the Fine Chemical Industry (2024–2027)\」 calls for the adoption of responsible care practices, encourages enterprises to establish and improve management systems such as HSE systems, organizes special promotional campaigns and public open days, and invites representatives from the public to visit these enterprises in person, so as to better fulfill their social responsibilities and create a favorable public opinion environment. Meanwhile, the implementation guidelines for responsible care in the oil and chemical industry, 6 detailed rules for the implementation of responsible care, and 2 guidance documents for its implementation were all released and put into use. The \"1+6+X\" standard framework for responsible care was thus essentially established, providing a fundamental framework for companies to follow in their practices. 　　Driven by relevant departments, the circle of Responsible Care is continuously expanding. By the end of 2024, the number of organizations that had committed to Responsible Care exceeded 1,000, including 96 chemical industrial parks and 986 enterprises and institutions. This has created a collaborative framework characterized by government support, leadership from associations, cooperation from professional societies, assistance from industrial parks, and practical implementation by enterprises, turning what was once a small initiative into a widespread movement. 　　Practical experience shows that promoting Responsible Care at the park level can better motivate enterprises. For example, in 2024, when the Nanjing Jiangbei New Materials Science and Technology Park held events to mark World Environment Day, more than 300 people gathered to discuss innovations in environmental protection ； The Tianjin Nangang Industrial Zone has issued a \"Safety Culture Manual\" to encourage more than 40 enterprises to work together to build a safe working environment. By the end of 2024, 96 committed parks across the country had used activities such as public open days and emergency drills to help the enterprises within them improve their HSE performance. 　　As the level of commitment to Responsible Care continues to increase, a group of \"Responsible Care Stars\" has emerged, setting benchmarks for implementation within the industry. The Shanghai Chemical Industry Zone has developed a \"five-in-one\" working model featuring government guidance, enterprise leadership, association promotion, employee participation, and community collaboration ； The “Joint Construction and Sharing, Working Together with One Heart – A Responsibility and Care Practice System with Unique Characteristics of Nangang” in Tianjin Nangang Industrial Zone has been initially established ； Huafeng Group Co., Ltd.’s Responsible Care initiative, featuring \"commitment from all employees, training for all employees, assessment of all employees, and emergency response by all employees,\" has been successfully implemented. 　　Today, an increasing number of companies are adopting responsibility care as a key approach to achieve self-improvement and better management. 　　According to statistics, to date, the industry has successfully recognized more than 300 green factories, over 600 green products, and more than 10 enterprises with green supply chains ； 40 standards and plans for achieving carbon peak and carbon neutrality have been proposed, and the industry’s standards framework for these goals is gradually being improved ； The energy consumption levels for key products such as refining, ethylene, and coal-based synthetic ammonia are at an advanced level on par with international standards ； The reuse rate of water reaches 93%, and the overall water use efficiency is at an advanced level worldwide. “From the start of the 14th Five-Year Plan period to the end of 2024, a total of 364 safety accidents occurred across the industry, resulting in 452 deaths – figures that represent a 41% and 38% decline respectively compared to the same period during the 13th Five-Year Plan period. A large number of enterprises have also actively responded to the call for a \"Healthy China,\" carrying out comprehensive and multi-faceted occupational health management to ensure harmony between the enterprises and their employees. 　　Responsible care focuses not only on achieving \"zero accidents\" and \"zero pollution\" in the production process, but also aims to achieve a harmonious balance among economic, social, and environmental benefits for enterprises through continuous technological innovation, management improvement, and open cooperation. By developing an “AI**** system”, Huayi New Materials achieves intelligent monitoring of 12 types of high-risk scenarios, enabling the precise detection of violations at the millimeter level ； Sinopec Nanhua Company has adopted the new technology of \"low-temperature biological treatment for zero sludge discharge,\" which can reduce hazardous waste emissions by approximately 80% per year, saving nearly 5 million yuan in costs related to hazardous waste treatment and steam usage. 　　Through the joint efforts of the entire industry, the image of the oil and chemical sector is becoming increasingly positive. “During the 14th Five-Year Plan period, the industry made steady progress in relocating and upgrading chemical manufacturing enterprises located in densely populated urban areas, resulting in a significant reduction in the safety and environmental risks associated with such enterprises ； Actively engage in community service to bring **warmth** to impoverished rural areas ； We make every effort to safeguard energy security and food security, and take on the social responsibility of serving as the backbone in ensuring the supply of energy and fertilizers… The positive outcomes of this commitment to responsibility continue to benefit corporate development and societal progress.
