On the 15th, the Provincial Work Safety Supervision Bureau released a notice regarding the relatively serious accident involving the collapse of a tower crane in Haizhu, Guangzhou, on July 22. It is understood that on July 22, 2017, a serious accident occurred at the Project B area of the China Communications Construction Group’s Southern Headquarters Base in Haizhu District, Guangzhou, when a tower crane on the construction site collapsed; this incident resulted in 7 deaths and 2 severe injuries, with direct economic losses amounting to 8.4773 million yuan. The investigation found that the direct cause of the accident was that some workers responsible for lifting operations worked while under the influence of alcohol, which ultimately led to the collapse of the tower crane. To date, 55 persons responsible for the accident and 8 companies involved have been held accountable. According to the report, the investigation into this accident determined that the direct cause was that some of the workers involved in the lifting operation worked after drinking alcohol illegally, without wearing safety belts ; With the right jacking pin of the tower crane not in its proper working position and under abnormal loading conditions, the personnel responsible for jacking continued with the jacking operation, which ultimately led to the inner tower section sliding down and the collapse of the tower crane. The investigation found that Beijing Zhenghe Engineering Equipment Service Co., Ltd., the company responsible for the installation and lifting of the tower crane involved in the accident, CCCC Fourth Harbor Engineering Co., Ltd. General Contracting Branch, the entity that leased and used the tower crane, and Zhujiang Supervision Company, the project supervision firm, were all held accountable for the accident ; It was determined that the involved companies, including CCCC Fourth Harbor Engineering Co., Ltd., China State Construction Third Engineering Bureau, Xiamen Wegus Company, and Manitowoc Company, failed to properly implement safety production responsibilities and lacked measures for accident prevention ; It was determined that the industry authorities and local **work safety supervision agencies failed to perform their duties adequately. In terms of holding those responsible accountable, recommendations were made regarding 55 individuals responsible for the accidents and 8 companies involved. The prosecution authorities approved the arrest of 7 persons suspected of committing crimes (5 from the companies and 2 public officials). And 26 people (9 from enterprises and 17 from government positions) were subject to party discipline sanctions, administrative penalties, or other forms of accountability ; In addition, the company handled 15 of its employees in accordance with its internal regulations ; Three of the companies involved in the accidents and 7 employees from those companies were subject to administrative penalties ; Action was taken against the 5 companies involved.
