I am also familiar with the internal compression process, and my understanding is roughly as follows: during hot startup, the pressure in the upper tower is high; this section of pipeline was added to reduce that pressure. Since the tower temperature is high at the beginning of operation due to heat, the pressure in the lower tower is high; to reduce this pressure, it is necessary to use the liquid-air throttle valve, and at that time the throttle valve must be fully open. When the pressure in the upper tower is high as well, the only way to reduce it is through the pipes you mentioned.
