The nameplate either reads “tower cooler” or indicates that it is a vertical cooler; it also shows “shell side” and “tube side”, with these tubes being the tube side of the cooler.
It is clearly a tube-side weld welded by TIG welding
The tube sheet and heat exchange tubes – the picture you sent seems to be an interior view of the tube box.
A tower cooler is a type of heat exchanger; obviously, what is seen after removing the end cap of a tower cooler is its end face, and the tiny holes represent the tubes in the tube side, with the tube sheet separating the tube side from the shell side.
