Is the bottom of the amine liquid regeneration tower in a saturated state? Why does increasing the vapor volume at the tower bottom not raise the tower bottom temperature, but instead causes the pressure to rise and the tower top temperature to increase as well?

At saturation, the bottom temperature is determined by both pressure and amine liquid concentration, and it is independent of steam consumption.
