In my opinion, it’s not necessary to apply blind flanges to every valve; instead, blind flanges should be used at each process section, which also allows for testing the sealing performance of the valves in each section； Generally, pressure relief is done by slowly releasing it through the bypass of the vacuum unit

In principle, a blind flange should be used for isolation in order to conduct a vacuum test and prevent leaks inside the valve; after vacuuming is completed, the valve should be closed and the equipment shut down. Observe whether the decrease in vacuum level is within the acceptable range.
