What type of flow meters do you use at the outlet of your reciprocating pumps?

We have a small metering pump here, with an outlet pipe of DN25; a rotameter is installed 1 meter from the outlet. After the pump starts, the pointer fluctuates mainly between 0 and full scale. Reducing the backflow valve setting will indeed lower the magnitude, but the flow rate won’t increase. How do you all do it?
