Supply scope of anchor plate foot bolts

What is the scope of supply for these anchor plate bolts? Are the nuts and washers shown in the diagram, along with the anchor plate at the bottom, included in the supply scope and purchased as a set? Let those with experience talk
Make the list clear, indicating which accessories are included in each set, or list them separately; for parts other than the foot bolts, you can buy them wherever you like!

It can be checked in the contract to see whether the customer has explicitly requested that the supply be provided by the manufacturer of the pump
