The centrifugal pump has an extra wire

As shown in the diagram, what is the purpose of this line? Our factory doesn’t have a tank chamber; it’s connected directly to the ground. When the pump is stopped or started, nothing comes out, and there are no valves on the pipeline either. Is it for exhaust use? Please help. . . . . It is a pump manufactured by the German company P.Gunart
This tube is connected to the pump’s sealed chamber, so that any leaking material can flow directly into the tank above. The pressure at this location is lower than the pressure in the sealing chamber. It can be understood as having two seals, with the tube connected between them. It should be this function, for reference.
For vertical pumps, the possibility of a pressure balance line cannot be ruled out; generally, a flow control orifice plate is installed on such a pipeline!

The pressure in the balance tank must be maintained; the medium is volatile and toxic, so leaks to the atmosphere are not allowed
There is also such a 3-inch pipe on the pump body of the shielded pump; there is a valve on this pipe as well as an orifice for controlling flow. Liquid flows through this pipe – what is its purpose?
