What are the ways to clear a blockage in the pump jacket with a cooling water jacket?

The gap between the pump jackets is quite narrow; once cooling water is introduced, it’s obvious that one side becomes hot while the other remains cold. The hot side must have been blocked by sediment or rust. Without cutting open the jackets, are there any good ways to clear this blockage? Thank you all
